Enter 21 century, with the fast development of our country's urban planning business and the great changes of politics and economy, it becomes very necessary at present to make some reforms in the urban planning education so as to adapt the whole reform of the higher education. The reform in the mode of the talent education is the medium of the reform of the macro-education and the micro-teaching, and is the best integration point of the profession education reform. The cultivation of applied talents is an urgent request both for the advance of China's urban planning business and for the change of the higher education from "the public type"to "the elite type". Therefore, in this new period, a study on the cultivation mode of the professional and applied talents means greatly to our country's higher urban planning education's reform and development. On the whole, this paper mainly adopts the method of system: Firstly, it retraces the development history of the modern urban planning subject and its special education; compares different countries'history of the profession education and their current situation, and compares part of our national colleges'professional talents cultivation mode; through above analysis, induces the general tendency of our country's profession education and the main problems at present. Secondly, it defines the direction and the demand of the talent innovation mode through the systemic analysis on the impetus to the profession educational reform; combining with the concept, character and cultivation demand of the higher educational-applied talent cultivation mode, defines the general method of our country's higher urban planning talents cultivation mode in new period. Last, it brings out the whole framework and the application point of the cultivation mode systematically. As a whole, the paper consists of the following three steps: theory elaboration, mode analysis and mode construction. The paper firstly points out the special characters of the applied talent cultivation mode compared with the higher occupation education and the common undergraduate education, and defines the connotation and extension of the talent cultivation mode in higher education and its main characters, such as example, system, medium and entire process, etc., and elaborates the opposite-unifying relation between the character of unifying-example and variety about the talent cultivation mode, all above of these have made a good prepare for the following elaboration. Later on, through retracing the history of the urban planning subject and its profession education and comparing its current situation, the paper induces its whole development trend: its foundation expands gradually, the educating point emerges variety in engineering and society economy, the profession education is in accordance with the national urban planning organization, institution and system, professional talent cultivation mode is in accordance with the market need, a wide foundation education and some direction and profession education are needed, the technical application of modern analysis-statistics is also more and more valued, and so on. The key problems exist in our country's profession education and talent cultivation mode include: paying more attention to subject but depreciating occupation, paying more attention to material but depreciating economy and society, paying more attention to design but depreciating administration and other problems of lack efficient occupation adaptability. The impetus to urban planning education reform includes: the higher education reform; many problems already exists in profession education; the development demand of the urban planning business; in new period, the new situations appeared in china's politics, economy and society. According to the basic content of applied talent, the essential request for talent cultivation includes: insist a right leading thought on education; insist knowledge, ability and character develop in harmony; based on the occupation requirement, promote special knowledge integration; advocate "broad profession, narrow direction"and the synthesis of knowledge and ability structure; highly value practical teaching course and walk a teaching way which makes production and learning link together; set up a strong faculty with good qualities and reasonable structure. The special features of applied talent mode on urban planning profession includes: ①outstanding occupation adaptability; ②outstanding occupation quality and ability; ③a knowledge structure with both good foundation and special abilities; ④realistic expectation on occupation and studious style of work; ⑤distinctive age characters; ⑥deep integration with local society and culture. As to talent cultivation, it should be lead by our country's current higher education policy, modern education concept and the idea of combing quality education with occupation education, and should insist on the development of age, subject and the higher education in accordance; and should insist on the best cultivation system; and should put ability at the first place; and should insist on the cultivation principle which combines with the local and regional features and define the goal and requirement of profession-applied talent cultivation, occupation direction and profession direction etc.. About the requirement for the graduates, it can be generalized as three aspects, which are knowledge, ability, occupation moral and value conception; any one of these three aspects should be neglected. As to the course system's optimizing, the author put forward following measures: establish a course mother-son module; balance the structure; renew the content;emphasize the practical course, the occupation adaptability education and the textbook's construction, and so forth. Furthermore, about the cultivation mode, the author also noticed the education which occurs in holidays practice, the second class and the campus culture's important effect on the talent cultivation. In the seventh part, the paper gives out some concrete practical proposals to the cultivation mode, such as education concept, education style, teaching method, examination method, the faculty, cooperation on production and education, education administration and quality assessment, teaching features and the renewing mechanism of cultivation mode. At the last part, the author gives out a simple summary.
