Earth-rock dam has advantages of lower requirement to terrain conditions and construction according to circumstances permission, therefore, more and more scientist are engaged in researching it. In earth-rock dams research, the security of earth-rock dams is always the hot top and the seepage is the most important influence factor in all factors resulting in earth-rock dams destruction. Therefore seepage problem of earth-rock dam arouses focus of the dam engineering field attation increasingly. This paper mainly deals with seepage calculation problem of earth-rock dam on infinite deep pervious foundations, and boundary element method is used to analyse and discuss the issue. The difficulties in solving the problem arise not only infinite deep pervious foundation to simulate with difficulty, but also dam foundation of earth-rock dam that either water head or discharge is not known as a priori. According to basic principle of boundary element method, this paper proposed that dam foundation's water head is the linear loss, so dam foundation can regard as boundary condition of knowing water head, thus the problem may carry on model to calculate, and boundary element method has higher precision than finite element method etc. In addition, the appraisal and choice of seepage control project is a complicated system that a lot of related,restrictive and contradictory factors constituted, for example the seepage effect,the technical feasibility,the project investment and the operation risk and so on, if we carry on appraisal and choice of the project with the sole goal (for example economy), it has lost the objectivity. Therefore, this paper has set up multi-objectives decision-making model of the project optimal by improved analytic hierarchy process, it can offer a new way for choice of seepage project later.
