In China, as the environmental protection laws and regulations in city being improved, and the environmental awareness of urban residents being enhancing, many polluting enterprises have transferred to rural areas ,and the pollution has also been shifted to rural areas. The paper starts on taking the case of Anchang village, outskirts of Changzhi in Shanxi Province. First of all, we elaborate on the economic benefits from these factories and enterprises to the local, accompanied with a serious pollution problem during the local shift of industrial pollution. Then we give a detailed analysis for the reasons after a detailed description of the polluting status quo, which is the core of the paper. After demarcating the main body acts of the environmental protection, we found that only the local villagers should be the main providers and participants of environmental protection. However, there is lack of villagers participation in reality. The problems are caused by the existence of collective irrationality. On the other hand, fanners' deprived status makes them accompanied with a compromise and inferiority complex, and the established reality has further led to the lack of their own environment attribution feeling, which enhance Villagers' free-rider psychology. Finally,we make some exploring based on Sen's freedom and development theory. Only in the way of making new institutional arrangements, changing the status quo of the farmers' right capacity and enhancing their self-awareness, can we come out of the plight of rural environmental protection.
