The Comparison Of Means Of Pollution Control And Suggestions To Our Country

We acquire great development in economics through the policy of reform and opening up,but at the same time pollution has become a serious problem to our society which greatly influences the living environment of human being and restricts economics develop to a higher level.So,it is critical to know how to solve the pollution problem.The natural productive force theory of Marxist thinks that all the behavior that do harm to natural productive forces must pay a price to its owners.Though the natural productive force is a gift from the nature and has its own objective law and intra-mechanism,we should make good use of it and protect it.According to the external theory of western economics,the externality accrues from the inequality of cost and income when people carry out their economic activities in Society ant it must be paid. Pollution is an obvious negative external activity in which polluter's income exceeds cost while society shares the other cost,this is unfair.So,it is a good means to charge for the pollution management.In the meanwhile,we must understand the deep relationship between externality and property right.The externality problem will be solved only if the property right is clear.Scholars in environmental economics consider that pollution is inevitable with the development of economics,but we can not hamper the economic development for the sake of environment protection.They search for a kind of balance: the income of pollution equals the Cost of pollution management.They also think that environment is self depurative and we must take advantage of it.The second part of the thesis mainly talks about the comparison of four measures in pollution management:pollution fees,tradable emission allowances,compulsion technology,and subsidy system.These articles manly talk about them from the economic analysis,explaining strategies and the advantages and disadvantages.Firstly,we analyze the pollution fees and get its critical condition and relate the re-active strategy of the corporation,the distribution of the cost and the shortcoming of this method.Secondly, through analysis of tradable emission allowances,we get its critical condition.The merits and drawbacks of tradable emission allowances is also considered.Thirdly,the connotation and influence of compulsion technology is related and in this part,we explain the analysis and flaw of compulsion technology.Finally is the analysis of subsidy system, the merits and drawbacks of it.The third part of the thesis expatiates on the administrative management system of environment pollution treatment in China.Firstly we relate the basic policies in environment protection which contains three environment policies and eight environment management regulations and then this thesis analyses the system problem in the department of environmental management.The first part is the weak implementation of an integrated decision-making mechanism.The central and loCal governments also set up a comprehensive decision-making mechanisms at all levels of government,but because of the pursuit of economic benefits,and the handicap between the various ministries,local governments have baffled the effect of the policy implementation.The second question is the slow pace of the work of the environmental protection law popularization,and the deletion of supervision mechanisms.The masses of the people run short of legal knowledge.And the government lack of supervision of the masses is not sound.The third problem is lack of money putted into the environmental protection.The GDP share of gross domestic is small and can not effectively address the environmental governance of the missing money problem.Fourth,the impact of the safeguard mechanism is no use. Because of the urgent demand to support the protection the environment,the law has not established strictly.Also the enviroment protection bureau of the local governments can not make full use of their power.The fourth part of the article is according to the recommendations the pollution control of our country of the current status.The first advice is based on the comparison of four measures in pollution management.First of all,we must increase pollution fees. Followed by the government should make use of the tradable emission allowances.Then we discuss the compulsion technology and subsidy system.We know that the effects compulsion technology is quick,but it can not promote the technology.And we should subsidy all the enterprises.The second is from the department management systems and oversight capabilities of the proposed level.Firstly the vertical department of environmental protection management should be established and the gov should input more money.Vertical management is conducive to smooth implementation of government policy,and this form is helpful to setting up a standardized program.The money inputted is obviously not enough,so the state should increase its input in this area. Secondly,we should estabish the supervision mechanism upon the environmental pollution treatment.The government builds up a team independent of environmental protection departments the government strengthens erivironmental performance assessment,environmental law enforcement responsibility and accountability.Finally,an incentive mechanism should be established.Mainly performance of the incentive system manifested as the promotion standardof the officials,at the same time retain the right to accountability.The last part is other suggestions.First,the government should strengthen cooperation with civil society organizations.Government can make use of the advantages of its grass-roots,making use of this link,to strengthen the contact between the Government and the mass people.Secondly,the Ministry of Environmental Protection strengthen contacts with other countries and environmental protection department,to learn a rigorous technical and experience,advanced technology and management experience form them.Finally,we should innovate our sense and enhanced the concept of regional identity.we should know that the world and the country is ours.It is our responsibility to protect them.The instructive cooperation should be established by inter-regional,inter-country cooperation to reach the goal of the whole benefit of the environment.
