Research On Rural Governance Model Of Henan Province Since Reform And Opening Up

Modernization is the goal of human society pursuit.Rural governance is one characteristic of modernization,but like any human activity,rural governance must and can only choose its own way and path under specific historical conditions.Then,what kind of way and path should be adopted to achieve real rural governance will undoubtedly be an eternal topic accompanying the whole modernization process.Henan Province is a large agricultural province with a long history and a large rural population,Rural governance has always played an important role in the development process of Henan,which is directly related to the rise of the Central Plains,the revitalization of Henan and the realization of the goal of enriching the people and strengthening the province.The traditional local society of Henan has a tradition of "imperial power does not go down to the county" since ancient times.It is used to rely on the authority of traditional squires,clans and other forces to carry out governance.Since the founding of the people’s Republic of China,especially since 1958,With the continuous penetration of state power into rural society under the highly centralized people’s commune model in the whole province,the tradition of autonomy of the traditional local society has disappeared.Since the reform and opening up,with the continuous advancement of the rural economic system reform with the household contract responsibility system as the core in the province,the disintegration of the people’s commune model as the superstructure and the arrival of the era of "township government and village governance" are finally forced.It is true that the vast rural areas are developing well under the guidance of the mode of "township government and village governance",but there are still some deficiencies in the later period with the profound changes in the economic environment and the growing demands of the public.Today,the world is experiencing a great change that has not been seen in a century.China is in the historical intersection period of achieving the "two centenary" goals.Henan Province is stepping into the critical stage of realizing the rise of the Central Plains and revitalizing the countryside.Therefore,it is of great theoretical and practical significance to study the practical process and development trend of the rural governance model.This paper always adheres to the Marxist position,viewpoint and method,comprehensively uses various methods such as interview,literature research,comparative research and interdisciplinary research,and fully refers to a large number of relevant documents,newspapers,archives and other original materials of Henan Province since the reform and opening up,and attempts to systematically and deeply investigate the theoretical logic,Historical logic and realistic logic of the rural governance model in Henan Province since the reform and opening up 0n the basis of the original academic research results and the existing governance practices,with a view to better summing up experience and looking forward to the future.Specifically,the text is divided into six chapters:The first chapter is the introduction.This chapter first analyzes the basis and significance of selecting the topic of rural governance model in Henan Province to highlight the feasibility and necessity of this study,carefully combs the research status of domestic and foreign scholars on the rural governance model to learn from the previous research results and make up for its shortcomings,and discusses the research ideas,methods,innovations and shortcomings of this paper,and the definition of related concepts for future reference.The second chapter explains the theoretical and practical basis of the rural governance model in Henan Province.The rural governance model of Henan Province is not born out of thin air,but contains a profound theoretical and practical foundation.Among them,the relevant governance ideas of Marxist classical writers,Chinese Communists,Chinese traditional culture and Western scholars provide theoretical support.The "township(Village)political power" model of Henan Province from 1949 to 1958 and the rural people’s commune model of Henan Province from 1958 to 1978 laid a practical foundation for it.Through the deep excavation of Chinese and Western theoretical resources and the practical accumulation of Henan Province,in order to provide corresponding basis for the subsequent chapters.The third chapter discusses the exploration of rural governance model in Henan Province in the new era of reform and opening up and socialist modernization.The operation process of the rural governance model in Henan Province is not smooth sailing during this period.Instead,it adheres to the "forging ahead" under the basic framework of the "township governance and village governance" model.It can be divided into two major stages: the formation from 1978 to 1998 and the deepening development from 1998 to 2012.Each stage focuses on the construction of rural grass-roots party organizations.The construction of township political power and the practice of villagers’ autonomy are three aspects of governance exploration with unique times and local characteristics.Through the analysis of the new period of reform and opening up,in order to summarize the basic laws of the construction and operation of the rural governance model in the new era.The fourth chapter discusses the innovation of rural governance model in Henan Province in the new era of socialism with Chinese characteristics.In the new era,the rural governance model of Henan Province still follows the original "township governance and village governance" model,and continues to focus on the construction of rural grass-roots party organizations,the construction of township political power and the practice of villager autonomy.However,it is creatively explored in close combination with the current reality and tasks of the times in Henan Province,such as consultative governance and "three governance integration".Through the discussion of the new era,we hope to lay the development keynote for the construction of the future rural governance model.The fifth chapter summarizes the characteristics,effects and experiences of rural governance model in Henan Province.After more than 40 years of reform and opening-up,the rural governance model in Henan Province has not only realized many changes from decentralization to empowerment governance,township political power from learning type to service type,and villagers’ autonomy from institutionalization to vertical deepening,but also made outstanding achievements in rural economic development,grass-roots democracy deepening,rural style civilization construction,comprehensive social governance improvement and human settlement environment improvement,So as to leave valuable governance experience in the aspects of always adhering to the strong leadership of the Communist Party of China,paying attention to strengthening the construction of township political power,fully respecting the dominant position of farmers,continuously promoting the rule of law in rural governance,and following the principles of advancing with the times and progressing step by step.Through the summary of the above characteristics,achievements and rural areas and experience,in order to provide basic guidance for the construction of the future rural governance model.The sixth chapter summarizes the shortcomings,enlightenment and prospects of the rural governance model in Henan Province.In the long historical operation process,the rural governance model of Henan Province still has some shortcomings,such as the capacity of the governance subject needs to be improved,the relationship between the governance subjects has not been clarified,the use of the governance mode is relatively simple,and the allocation of governance resources is difficult to be effective.Therefore,while leaving profound governance enlightenment,it points out the direction for the construction of the current and future provincial "rural governance","party building guidance and four governance integration","one core and multiple" and other models.Through the discussion of the above shortcomings,enlightenment and prospects,it is expected to continue to promote the modernization process of Rural Revitalization and rural governance in the province.In short,the rural governance model of Henan Province is a great practical exploration made by all the cadres and masses in Henan Province under the correct leadership of the Party Central Committee,the Henan provincial Party committee and the provincial government,and on the basis of closely combining the actual situation of the province.It is a vivid portrayal of the CPC’s consistent adherence to the people as the center and the realization of the goal of modernization of national governance.Reexamine and seriously explore the experience and Enlightenment of the rural governance model of Henan Province since the reform and opening up,with the aim of better building a rural governance model that conforms to the ruling law of the Communist Party of China,the law of socialist construction and the law of rural social development,and strive to provide basic guidance for the rise of the Central Plains,the revitalization of Henan Province and the prosperity of the people and the province,It will truly provide useful reference for promoting the modernization of national governance and the Chinese dream of the great rejuvenation of the Chinese nation.
