This paper takes three global public health security crises in Sino-U.S.relations since the 21st century as its research topic,and adopts a combination of comparative and historical analysis to focuses on the cooperation or conflict between China and the United States in the face of global public health security crises at different times,and the underlying reasons behind such policy choices.To this end,the paper takes the SARS,Ebola outbreak in West Africa and the COVID-19 faced by China and the United States as cases.Starting with the interaction between China and the United States at three levels:the epidemic itself,the health care field,and strategic perceptions and strategic choices,analyze the underlying reasons why China and the United States chose cooperation or conflict in the face of global epidemics,thus reveals the tremendous impact of the trend of Sino-U.S.relations on the cooperation between the two sides in the fight against the epidemic,and then proposes China’s response strategies.Since the 21st century,human beings have suffered from SARS,Influenza A(H1N1),Zika virus,Ebola virus in West Africa and other pandemic infectious diseases,and are suffering from the serious threat of the COVID-19.Coordination and cooperation between major powers play a critical role in international health cooperation.whether China and the United States can cooperate to respond to global pandemics is a matter of life and safety for the people of China and the United States,and also profoundly affects global public health security.Historically,China and the United States have cooperated in responding to nearly every global public health security crisis.However,since the outbreak of the COVID-19,China and the United States have failed to achieve effective cooperation,and even conflict,in the fight against the COVID-19.This paper is designed to answer the following questions:What are the underlying reasons why China and the United States have chosen to cooperate or conflict in the face of global public health security crises at different times?How should China respond to the current negative performance of the U.S.government on the COVID-19?SARS is the first global public health security crisis that human society has experienced since the 21st century.After 9/11,China and the United States continue to strengthen the breadth and depth of cooperation in non-traditional security areas.Public health cooperation has become an important element of cooperation between the two countries.The root of the close cooperation between China and the United States in the field of non-traditional security,especially in the field of health,lies in the mutual strategic understanding and policy interaction between China and the United States.China has always pursued an independent and peaceful diplomatic strategy and develop constructive and cooperative relations between China and the United States.During the Bush administration,counter-terrorism was the top priority of the United States national security strategy and required the support of major powers.So the United States actively sought cooperation with China and developed a constructive cooperative relationship between China and the United States.This was the strategic background for Sino-U.S.cooperation in the fight against SARS.In 2014,when the Ebola outbreak in West Africa posed a serious threat to national and global public health security,China and the United States once again united and worked together to address it.At the time of the Ebola outbreak in West Africa,health cooperation between China and the United States has shown a wide range of fields and multiple levels.Cooperation has become more institutionalized and standardized.Therefore,the deepening cooperation between China and the United States in the field of health care has laid the foundation and provided the impetus for the cooperation between the two countries in combating the Ebola epidemic in West Africa.At the same time,the mutual strategic awareness and policy interaction between China and the United States in the corresponding period is the deep-seated reason for the two countries’ health cooperation towards closer cooperation.During the Obama administration,responding to the diverse challenges of globalization was the main task of the U.S.national security strategy,which also required the cooperation of major powers,especially China,the world’s second largest economy.This is the strategic context for Sino-U.S.relations,cooperation in combating the Ebola epidemic in West Africa.However,since the outbreak of the COVID-19,the United States has taken the lead in provoking conflict with China over the COVID-19 issue,resulting in the failure of effective bilateral public health cooperation between China and the United States.On the one hand,the U.S.has been waging a public opinion war with China over the source of the epidemic,constantly smearing China and targeting China to investigate the traceability of the COVID-19 Origins-Tracing;on the other hand,it has used the impact of the epidemic to implement its established containment policy against China,resulting in the extension of the Sino-U.S.relations,conflict to economic,scientific and technological fields.The fundamental reason why China and the United States were unable to achieve cooperation in the fight against the COVID-19 was the adjustment of the U.S.national security strategy and the establishment of a competitive strategy toward China to match it.Through the analysis of the three cases,it is clear that the reasons why China and the United States choose to cooperate or conflict in the face of global public health security crises are multifaceted and interrelated.As a typical event in the field of public health,global public health security crises are influenced by the development of public health cooperation between China and the United States in the corresponding period,and the smoothness of public health cooperation between the two countries depends on the mutual strategic perceptions and policy interactions between China and the United States in the corresponding period.At the same time,it can be seen that China’s foreign strategy and diplomatic thinking toward the U.S.and its attitude toward the global public health security crisis generally maintain a strong continuity and stability.the global strategy and strategy toward China of the United States often undergo large adjustments due to the change of administration,which in turn has a greater impact on the Sino-U.S.relations.Therefore,the ability of China and the United States to achieve cooperation in the face of global public health crisis depends to a large extent on the U.S.strategy toward China.In response to the current reality of the U.S.government’s conflict with China in the COVID-19 and the likelihood that a similar situation will recur in the future,China can respond from both global and local perspectives.China’s response strategy can be considered in four specific areas:promoting the healthy development of the China-US relations;promoting the building of a global community of health for all;seeking cooperation through struggle;and strengthening cooperation with U.S.social forces.
