With the rapid development of China’s economy and society,especially under the "double-carbon" development strategy,the demand for waterway freight has become more and more vigorous,and the volume of inland river freight has continued to increase,which has led to more and more serious navigation congestion of some ship locks.Ship locks have become a key constraint on the high-quality development of the key bottlenecks of shipping,and become a comprehensive three-dimensional transportation network in the blockage and pain points.It has become the most urgent problem to solve the bottleneck of navigation congestion of inland river lock.The root cause of lock navigation congestion is the mismatch between the capacity of lock navigation and the demand for freight transportation through the locks.Therefore,it is an effective way to balance the mismatch between supply and demand by studying how to improve the navigation efficiency of the ship lock by technical means from the supply side and how to reasonably divert part of the cargo flow through the lock by economic management means from the demand side,which is an effective way to alleviate the navigation congestion of the ship lock and reduce the economic loss and environmental pollution.At the same time,with the continuous development of accurate booking technology,more and more ship locks begin to try to carry out booking navigation management mode.Therefore,faced with the problem of navigation congestion and the new scene of booking navigation,it is urgent to carry out the reconstruction research of navigation management theory and method of lock.Aiming at the problems such as the mismatch between supply and demand of navigation and the aggravation of navigation congestion,in order to alleviate the navigation congestion of ship locks and improve the navigation efficiency of ship locks,this paper focuses on the navigation scheduling technology and congestion charge management method of the ship lock,and adopts the research methods of literature retrieval,field research,mathematical modeling and case analysis,according to the idea of "proposing the selection method of navigation scheduling management mode of the ship lock-constructing the navigation scheduling management model of the ship lock under full reservation and mixed reservation mode-proposing the navigation congestion charge management method of the ship lock under reservation mode".The details are as follows:(1)The selection method of navigation dispatching management mode of ship lock is put forward.According to whether the ship lock is scheduled for navigation or not,this paper puts forward two new navigation dispatching management modes,such as "mixed reservation and complete reservation",and analyzes the applicable scenarios,advantages and disadvantages of three navigation dispatching management modes,including the traditional "first come,first served" mode.From four aspects of ship lock attributes,ship attributes,dispatching management and policies and regulations,this paper analyzes and puts forward an evaluation index system of ship lock navigation dispatching management mode selection consisting of 13 indexes,and constructs an evaluation model of ship lock navigation dispatching management mode selection based on set pair analysis,and takes Huai ’an Ship Lock in Jiangsu Province as an example to verify the effectiveness of the evaluation method.(2)The navigation scheduling model of shiplock under mixed reservation mode is constructed.This paper analyzes the application scenarios and existing problems of ship lock navigation scheduling under mixed reservation mode.Taking the maximum utilization rate of lock chamber area and the maximum navigation value of locks as the dual-objective function,a ship lock navigation scheduling model under mixed reservation mode is constructed,and the model is solved based on two-dimensional packing algorithm and improved particle swarm optimization algorithm.Taking the Datengxia Shiplock in Guangxi as an example,the case analysis is carried out.The research results show that the hybrid reserved navigation scheduling model based on the improved particle swarm optimization algorithm can effectively improve the navigation efficiency of the ship lock.(3)The navigation scheduling model of shiplock in full reservation mode is constructed.This paper analyzes the application scenarios and existing problems of ship lock navigation scheduling in full reservation mode.Taking the maximum utilization rate of lock chamber area and the minimum delay time of reserved ship crossing the lock as double objective functions,a ship lock navigation scheduling model in full reservation mode is constructed,and the bottom left algorithm and improved artificial bee colony algorithm are designed to solve the model.Through the case study of Three Gorges Ship Lock,the research results show that the fully reserved navigation scheduling model based on improved artificial bee colony algorithm can effectively improve the navigation efficiency of the ship lock.(4)The pricing method of congestion charge for lock reservation navigation is put forward.A tripartite evolutionary game model composed of government supervision departments,lock operators and ship owners is constructed.Through numerical simulation analysis,it is concluded that it is necessary and feasible for lock operators to adopt the strategy of "congestion charging".At the same time,the paper analyzes and measures the economic loss of lock congestion,introduces the shipowner’s psychological expectation cost into the lock reservation navigation congestion charging service system,and constructs the lock reservation navigation congestion charging pricing model with minimizing the total cost of the lock-crossing system as the objective function,and analyzes the influence of the shipowner’s psychological expectation cost on the reservation fee and the decision-making of the lock-crossing mode.Taking the navigation ship data of the Three Gorges Ship Lock as an example,the research results show that it is not only economically feasible to implement the congestion charge management measures of the ship lock,but also effectively alleviate the navigation congestion of the ship lock.In this paper,two new modes of navigation scheduling management,full reservation and mixed reservation,are innovatively proposed,and an evaluation method for the selection of navigation scheduling management modes of shiplocks is proposed,which can provide decision-making reference for choosing the best navigation scheduling management mode for shiplocks of different types and development stages.At the same time,based on the new scene of ship lock reservation navigation,the paper constructs a mixed reservation navigation scheduling model based on improved particle swarm optimization algorithm and a full reservation navigation scheduling model based on improved artificial bee colony algorithm,which can provide technical support for the ship lock navigation scheduling management department to carry out reservation navigation service,improve navigation scheduling level.In addition,the paper introduces the psychological expectation cost of shipowners,and constructs the pricing model of lock reservation navigation congestion charge,which can provide theoretical basis for the lock navigation dispatching management department to implement the congestion charge management strategy,and provide decision-making reference for port and shipping logistics and transportation enterprises to rationally divert part of the goods passing through the lock and reduce the logistics and transportation cost.Finally,the paper also enriches the research on relevant theoretical methods such as navigation scheduling of ship locks,and expands the scene application of congestion charge management theory in waterway transportation field.
