Studies On Northeast New Strategic Industries Driven By Scientific And Technological Innovation

The slowdown in economic growth in Northeast China has become a new problem faced by China’s economy after entering the new normal.Under the new normal economic situation,social needs have changed,and structural problems of the economy have been highlighted.The state has formulated the planning for the development of strategic emerging industries,fostering strategic emerging industries,focusing on the R&D of industrial technology,transforming the scientific and technological achievements,upgrading the existing technological innovation ability,and conveying the necessary innovative talents for the economic development,and adjusting the economic structure and developing the economy under the new economy.To build up new industries,the "invisible hand" that simply uses market economy is obviously not feasible.Behind any emerging industry,there should be full support from the state.So how to cultivate strategic emerging industries in Northeast China?How to foster new economic growth points by developing strategic emerging industries,seize the commanding point of international economic science and technology,and accelerate the cultivation and development of strategic emerging industries in the Northeast?All these are the purpose of this study.The development of strategic emerging industries in Northeast China has its own unique internal mechanism.This study has a certain theoretical and practical value for the exploration of the development path of strategic emerging industries in Northeast China and the research on industrial development from the perspective of science and technology and society.First,the basic theory of developing strategic emerging industries in Northeast China is clarified.Based on the theory of science and technology industry and social interaction,the system theory of scientific and technological innovation,and the theory of technological innovation driving the development of industry,the theoretical foundation of the development of strategic and emerging industries in Northeast China is studied,and the concept,target,feature and extension of strategic emerging industries are analyzed,and the science and technology of strategic emerging industries is also studied.Innovation has been defined from four aspects:R&D,technology incubation,scientific and technological achievements promotion and science and technology service.Secondly,from two perspectives,the internal mechanism of scientific and technological innovation driven in the Northeast strategic emerging industries and the external mechanism of scientific and technological innovation to drive the development of strategic emerging industries are expounded.Its development logic,basic characteristics,driving ability and driving mode are analyzed,and the internal laws of strategic emerging industries are summarized theoretically.The four element theory of "science technology engineering industry" is one of the theoretical bases for our policy making separately.In essence,strategic emerging industries have more distinct attributes and characteristics.The strategic industry presents four basic characteristics:long-term,global,oriented and dynamic.Based on this,this paper discusses the innovation driving capability of strategic emerging industries in Northeast China and the driving mode of scientific and technological innovation in strategic emerging industries in Northeast China.Based on the dynamic factors of strategic emerging industries,the dynamic mechanism,internal power,formation path and evolution law are analyzed.On this basis,the social support mechanism of strategic emerging industries is put forward,and the trend of the development of strategic new industries is pointed out.Then,by analyzing the current situation of developing and developing strategic emerging industries in Northeast China,we find the existing problems and causes.The development status of strategic emerging industries in Northeast China is analyzed and described,and the indicators,regional distribution,industrial structure and technical composition of strategic emerging industries in Northeast China are obtained,and the outstanding problems of scientific and technological innovation in the current strategic emerging industries in Northeast China are pointed out,and their causes are analyzed.Finally,using the internal mechanism driven by scientific and technological innovation in the Northeast strategic emerging industries,and combining with its present situation,the path of scientific and technological innovation to drive the Northeast strategic emerging industries is put forward.The experience of scientific and technological innovation development of strategic emerging industries at home and abroad is studied and analyzed,and the internal conditions of scientific and technological innovation drive northeast strategic emerging industries are analyzed from three angles of overall thinking,rational layout and core technology selection by using internal mechanism theory,and a series of external machines for ensuring its development are put forward.There are many aspects of the system,such as government,market,intellectual property,talent strategy and industrial policy,and put forward specific ideas and Countermeasures to realize the coordinated development of strategic new industries in Northeast China through scientific and technological innovation.
