University development is closely related to faculty development and faculty development institution is the fundamental institution in universities.With respect to the improvement on the level of capital input and talent introduction,system-level innovation aiming to activate faculty’s academic vitality is the key point of the improvement on the inefficiency of faculty development.The main body relation and power division in faculty development field will have essential effect on the innovation style,operation characteristics and implementation effect of the institutions.Efficient institutions innovation should be on the basis of good handling of relationships among various main bodies with reasonable power divisions.This research,which is based on the interpretation of core connotation of academic profession,will adopt new-institution view point to reveal the relationships among government,universities and faculty in the process of faculty development;hence to shed light on institution innovation.The primary emphasis lies in how to define power boundaries among the three main bodies,how to intervene in the faculty development field efficiently and how to coordinate their interests respectively.From the view point of new institutionalism,faculty development institution are in pursuit of two profits.Firstly,to promote faculty development,including individual and group upgrading in qualities;Secondly,to promote the development of academic professions,i.e.to accelerate the overall academic productivity of university faculty.The essence of faculty-development institution innovation is to solve the undersupply problem among institutions by adjusting,improving,reforming and replacing the original institutions.In this way,faculty members could upgrade their knowledge,skills,attitude,behavior etc.and fulfill academic responsibilities better.There are three categories in the main bodies that activate faculty-development institutions innovation: government,universities and faculty.According to their different status and roles in the innovation process,these three main bodies can be further divided into "the first action group" and "the second action group".Therefore the three main-body relationship can be transformed into pairwise relationship.The ideal institutions innovation underpinned by academic professionalism values should solve the bilateral relations among government,universities and faculty to assure their timely role orientation and conversion.Tracing back to the history since the foundation of new China,there are mainly two ways in faculty-development institutions innovation: government-orientation innovation and faculty-orientation innovation,both of which lack the agreement on interest correlation and signality comprehension.That is to say,the lack of the second action group characterizes most of the faculty-development institutions innovations and traps them in the unitary main-body predicament.The unitary main-body predicament should be ascribed to the three main bodies(government,universities and faculty),including "North Paradox" and "limited rationality" in academic professional development,"department consciousness" and "mediocrity ideology",and "bureaucratic system" and "incomplete client-agent relation" and so on.The breakthrough of such predicament resides in the definiteness of the basic attribute of universities as an academic organization and the "profit structure" of faculty-development institutions innovation.The transformation from "unitary-repulsive" to "three main-body coordination" could be realized through the pursue of common interest among government,universities and faculty."Three main-body coordination" institutions innovation distinguishes itself by network structure of innovation main bodies and cooperation based on multi-scholarship.This innovation mode is on the premise of higher education system and orderly differentiation of faculty structure,aiming to realize the integrated improvement of institution environment and comprehensive faculty development at multi-dimensions.In terms of practical strategy,"Three main-body coordination" institutions innovation requires legitimate construction of regulative elements,normative elements and culture-cognitive elements.In the process of dealing with the bilateral relations among three main bodies,corresponding action strategy should be selected to trigger academic vitality,to achieve appropriate role positioning and to fulfill the structure of institution elements.
