Civilization means humanization, in a broad sense that contains spiritual activities of human survival practice and its realization or achievement. Culture is not merely a representation and result of human trans-generational survival practice but also a conclusion, brief, development and innovation of the survival history, which become the important guarantee and basis to the inheritance and development of human history. The intangible cultural heritage play an major role in confirming the methods, forms and results of the cultural heritage, which includes the same contents, structures and forms with our society. As an important existent form of human ideology, it records, reflects and recreates the change of society and the spirit of the time in an active and artificial way, which preserves and re-narrates the traditional spirit, value, ethic and morality, thought and aesthetics of our national culture, such as folk literature, performing arts, traditional craft, festival ritual, production and livelihood knowledge, cultural space, etc. All above has showed the value and mission of the intangible cultural heritage, which guarantee the inheritance of the human survival history.The social educational function is the theme of the intangible cultural heritage in this study. Meanwhile the study fuses of intangible cultural heritage and social which views of the problem domain, the theoretical education, the conceptual tool and the analytical thinking. The foundation and production, the realization of social education especially including ideological and moral education and the evaluation of educational effective are the main contents of the intangible cultural heritage under the background of social education. Fusing the intangible cultural heritage and social education is the objective of this research. The innovation of this paper is not only to expand the cultural dimensions of social education, the more important is for the research of intangible cultural heritage to generate the new perspective, content and value significance. Research on the social educational function in the intangible cultural heritage is not only to better awareness, understanding and protection of the intangible cultural heritage values, while helping to awaken our cultural memory Maintain and strengthen our cultural consciousness and cultural identity in the cultural globalization era which is dominated by western civilization. The research has profound social significance.There are five main parts in this article. The first chapter describes the types, characteristics and values of the intangible cultural heritage, and focuses on the relationship between the forming mechanism of values and the government management, social activities and inherit systems. The second chapter describes the interactive relationship between intangible cultural heritage and social education. The intangible cultural heritage provides resources to the social education to make it survival and develop, such as contents, methods, ideas, etc. Meanwhile, the social education gives guide and promotion about the value of cultural education to the intangible cultural heritage. The third chapter describes the value function of the intangible cultural heritage. This relates to carrying capabilities of traditional culture, national identity and cultural identity function and moral education function, etc. Especially, the heritage is an important form and approach to the accomplishment of ideological and moral education. The fourth chapter describes the achievement of social educational functions of the intangible cultural heritage. The main content is to present what the social education function realization is multifactorial, merging multiple resources integrated process. And the enculturation is the main way to achieve the educational function. The fifth chapter is the analysis and evaluation for the practice and effect of social education of the intangible cultural heritage in Ningbo city, Zhejiang province. Through analysis of the sample of the effective integration of the protection of the intangible cultural heritage and social education, the dissertation will sum up the experience rationally, and even further establish the "Ningbo Experience".
