The public logistics terminal (PLT for short), or the logistics park*, is the agglomeration platform of various kinds of logistics enterprises, with features of a third party transport mode, a depot and distribution centre placed in a planned area of a major city, engaging in transportation, warehousing, distribution processing, information-related service and consulting, et cetera, and are indispensable carriers for logistics resources as well, which means that the PLT is provided with the nature of quasi-public attribute.As of the PLTs, they do not participate in the specific logistics activities which the hosting logistics enterprises do, on the contrary, they should provide the fundamental infrastructures and public services, therefore, some measures and operating modes should be taken to optimize and make good use of various static or dynamic logistics resources in the PLTs.Based on the understanding above, some problems during the isolated operation process will be probed and analyzed in the beginning, and one kind of newly the PLTs operation mode to promote collaborative development will be put forward as well in this paper. Study on the networked collaborative operating of the PLTs is a creative exploration to logistics industry service mode, which will have considerable guiding value for studying regional logistics cooperation mechanism and building logistics network service system.As the important node of social logistics system, the PLT is the gathering platform for logistics activities and enterprises. Driven by common interests and market competition, the cross-regional cooperation requirement among the PLTs appears to highlight increasingly.The synergy and interaction among the PLTs bears the inner nature of logistics organization network operation, which means that, based on the information sharing to promote logistics resources opening between PLTs, the mechanism between of normal communication and interactive coordination should be formed so as to provide those enterprises, especially those TPLs, a networked and cross-regional operational platform with seamless transition, therefore this newly organized mode will surely make help to improve the operational environment for the enterprises inside the PLTs and to motivate the whole logistics industry's sustainable development.Based on the related theories of economics, management, and systems science, this paper takes use of qualitative and quantitative methods to explore basic connotation, operating mechanism and operating mode as for the PLTs'collaborative development.For the purpose of deep understanding the content and basic characteristics of the PLTs'network cooperation, internal and external mechanism of network collaboration will be analyzed from the viewpoint of transactions theory, industry agglomeration theory and the dynamic network organization theory.The PLTs'forming and evolution process will also be discussed in many ways, including the space patterns, node levels, node amounts, and ecological niche of co-competition, etc.By building the basic game model to explore the relationship of competition and cooperation, this paper develops the ideas of dynamic operating mechanism, consisting of external stability mechanism, internal stability mechanism and consultation and dialogue mechanism. Based on the basic theory above,"Logistics Resources Sharing" mechanism and "Operation Cost Allocation" mechanism of the PLTs are studied and emphasized. Meanwhile, the corresponding enforcement regulations of the mechanism are been briefly discussed as well.Before the analysis of both the inner and external influencing factors, a three-dimension conceptual model is accordingly setup, from the viewpoints of "S-C-R"(Strategy-Capacity-Resource). Afterwards, some specific characteristics of PLTs Network Collaborative Operation mode and enforcement pathways are respectively studied. It is obvious that "Logistics-Harbor linkage operation mode","Logistics chain copy operation mode" and "Non-centralized Common Operation Mode" are all the important to adapt to and improve actual situation of China logistics industry development. Meanwhile, the business implement flow based on this mode is accordingly studied. Afterwards, this paper proposes some advices and measures to promote and to guarantee the PLTs'network collaborative development from the viewpoints of the government, the enterprise and the intermediate organization.Zhejiang Transfar Logistics is taken as an example of case to study a newly mode of Highway Port network collaboration operation. On the basis of analysis of Transfar Highway Port creative idea, operating mechanism, chain copy operation mode and its operating effects achieved, this paper's main topic and related conclusions are further proven.Finally, the conclusions and creative works are summarized and the further study directions are presented as well.There are56figures,13tables and220references in this dissertation.
