With the increasing depletion of non-renewable energy sources, sustainable energy supply and national energy security problem have attracted highly attention to the world. As a leader in renewable energy development and utilization of the industry, Solar photovoltaic power generation industry driven by PV market developed rapidly in the United States, Germany, Japan and other developed countries in recent years.Due to the new features of the solar energy industry, research on investment and decision adopted of solar PV industry in China now is not enough. Large-scale blind investment promotes the appearance of solar energy photovoltaic industry boom in dream. Blindness of the investment behavior within industry prevalenceto make technology, marketing, management, and environmental and many other risks generally been ignored. "Single subject" feature of decision-making behavior in practice further increase the "leakage resistance" in decision-making. Outbreak of the international financial crisis in 2008 results to a sharp contraction of foreign market demand in worldwide. Lack of core technology support, underestimated internal and external risks and decision-making mistakes in investment make the development of China's solar PV industry into a bottleneck. Development and utilization of solar energy is not only the important measure to national energy security issues but also the important technical means to mitigate climate change and protecting the environment. It will also become an important way to solve the public life of the people in China.Research on investment risk and decision making scientificly and systematicly in this industry could promote rapid and healthy development of industries.Based on industrial investment risk analysis and decision-making theories, clear domestic solar PV industry development policies by combining the solar PV industry development at home and abroad, this paper analysied the development of solar energy photovoltaic industry. Under the solar PV industry structure and characteristics of framework, based on industry economics, investment decisions, real options and fuzzy mathematics theory, the author analysied solar energy photovoltaic industry investment risk and policy factors in theoretical and practical level.And then the paper established a scientific investment risk analysis and comprehensive evaluation model for a systematic study of investment decision system. Mining industry investment opportunities, proposing risk avoidance strategies to explain solar PV industry investment program and mode choice, the author selects the empirical research samples to be tested. Finally, according to the international solar energy technology development trends and China's development of solar energy photovoltaic industry policy research, this paper revealed the development prospects of the industry and make the overall investment strategy. Constructing the investment risk analysis and decision-making system, research in this paper is in order to guide the future of China's solar PV industry and provide policy direction for rapid and healthy development.
