The research trend is transferring from lab-oriented software engineering to industry - oriented software engineering process. This means focus more on organization and process. It is necessary to establish a disciplined, controlled measurement process combining measurement program, product and resources for process management with success. The process management with success not only includes the well-defined data, but also includes the operation process for defining, gathering and analyzing the measures. The control, prediction and improvement of software process require the reliable and accurate data that is the mapping of the process itself and must analyze it using the adaptable technology.This dissertation focuses on main techniques and method of software process improvement based on metrics. The research work can be organized in the following aspects.1. A novel measurement-based methodology for process management was proposed, which used the idea of "the measurement processes are software, too" and integrated the theory of process management to establish the framework of process management. With the above solution, the usability of software measurement was increased, and the risk of software process improvement and measurement was decreased.2. A Conceptual Model of Software Measurement (CMMP) which based on Software Process Engineering Meta-model (SPEM) and integrated with existing process model is offered. The CMMP not only support UML, but also support the ISO 15939.3. The selection method of measurement scales is proposed. From the point of representation theory, the different types of measurement scales are researched. The meaning of measurement and statistical analysis method is analyzed. Experiment shows that this method is effective.4. The measurement within CMMI is analyzed. From the architecture of CMMI, the software measurement and its evolutionary procedure are discussed. The issuesare concluded, the assessment criteria are proposed with implementation CMMI.5. Value-based measurement requirements analysis method is put forward, which combine the stakeholder analysis, balanced score card and GQ(I)M together to derive the organization measurement requirements. The indicator design of one company is presented using this method.6. The organizational measurement pattern is discussed, the measurement-based maintenance process management tool is introduced, then the procedure of establishing the measurement environment is proposed.
