Military information system used in the military operations is the system that integrated with command, control, communication, computers, intelligence, surveillance and reconnaissance, and it can support commanders within the scope of operations to deploy, command and control the troops. It comprehensively designed, integrated and utilized information systems used by all the services and arms, and it’s the adhesive of information system, weapon system and military guarantee system. Investigating the concepts of military information system, composition and working principles, we know that the military information system is based on the information system, it supports the process of military command and control, the function of the military information system is most closely related to information, so it can be seen that description and fusion of information activities is the basis for dynamic elements modeling, analysis and simulation of military information system. However, from the perspective of information fusion of the military information system, there aren’t any systematic research results at home and abroad at present. The general goal of this study is to explore the cognitive mechanism of human brain information fusion, study its internal network, feature extraction, information fusion, the knowledge expression and reasoning, decision making and other cognitive mechanism, and the results of study could be applied to the modern military system of multi-sensor target tracking and information fusion process. From the perspective of cognitive science, the study concluded that the optimal fusion strategy to provide guidance or reference for the target monitoring and information fusion of the military information system applications. Research work and innovation points are mainly manifested in the following four aspects:1. Propose evolution architecture of multi-source information fusion systemIn fact, the process of human understanding of the objective things is a process of multi-source information fusion. In the cognitive process, at first, through sight, hearing, touch, smell, taste, and other sensory(not simply rely on a sensory), man can implement various and multi-dimensional perception of objective things so as to get a lot of complementary and redundant information; And then through the composition and processing of some unknown rules of the brain, man can get the unified understanding and harmonious awareness of objective things. Mainly to research the process of information fusion which includes from human organs cognitive to brain cognitive, draw lessons from the brain mechanism and model of information fusion to research an application example of the evolution architecture of information integration system, and this study proposes a distributed information fusion system architecture based on neural network theory evolution system, and under the background of modern military application,put forward a theoretic method based on internal model fusion.2. Propose network communication architecture of military information system fusion.Increasingly, with the use of intelligent equipment in the modern war and the continuous improvement of the requirement for information processing ability, it is more and more urgent to accomplish the intelligent network of the military information system. In essence, the network system converts the information superiority to combat effectiveness by effectively connecting knowledge of entity in the battle space. In the architecture based on information fusion system, with the collaboration from network system resources, it can achieve resource sharing and information exchange through multiple sensors and intelligent interface. This thesis, based on the research of network computing core part of plug-and-play middleware, put forward the intelligent networking method of military information system; put forward that the scheduling of military network information resource must be built in the network environment of military information system, the architecture of information resource scheduling must be consistent with middleware architecture, network resource scheduling is also distributed collaborative architecture. In distributed collaborative scheduling system, the fusion element and fusion element node coordinate with each other to make decisions, and achieve the goal of mutual information resource scheduling fusion.3. Propose key fusion technology of multi-sensor target monitoring of military information systemIn modern military system, target monitoring, tracking and information fusion are closely linked. Target monitoring and tracking refers to using sensors to detect target information to determine the parameters and position of target motion, information fusion refers to the integrated use of multiple sourced information, namely, a process,to some degree, extracts a comprehensive information which is higher qualified than any single one. In modern military system, information types are various, information sources are diverse, the amount of information huge, the quality is poor and deceptive, in such information environment, it is very difficult to rapidly extract accurate and complete battlefield situation and environment landscape that the commanders need in deed. The main research aims at the information fusion of multi-sensor target. It suggests that the results of using multi-sensor distributed network monitoring target can be used to get a ruling technology which can tell whether there is target or not, and can be applied to the uncertainty reasoning technology of target identity information fusion, then it puts forward a simple non-statistical method, namely, the voting fusion, which would be used to the fusion of multi-sensor target monitoring.4. Propose military information system multi-sensor network adaptive state fusion technologyThis thesis puts forward the multi-sensor adaptive state information fusion technology which can improve discovery ability of multi-sensor network and continuous monitoring and tracking ability. Greatly, it would benefit the improvement of precision, anti-stealth, anti-electromagnetic interference, anti-low intrusion, missing target resistance, and also make up for the defects such as the unstable performance of sensors. Because the sensors are geographically distributed, some of them cannot detect targets in the above situations, others still can detect them.
