The invention of the computer initiated the third wave of human society. Connected with PCs and the ubiquitous network of numerous microprocessors, the information technology changes the world in revolutionary speed, based on which, the mass media transformed greatly in overall patterns thus serves as a soft edge to benefit the public as well as to establish power in national discourses. Unfortunately, the soft edge we acquired by far does not meet with China’s economic strength and political aspiration.Rebirthed from the World War II, China’s neighbor country Japan caught the opportunities brought by chances. Encouraging innovation to overcome the weakness, Japan develops its new media industry into the forefront of the world. Today, the new media industry in Japan has developed into a further stage, new media serves not only as a tool for information dissemination, but also as a supplement for daily life integrated into every corner of the society.How does the new media industry developed in Japan? What function does the Japanese government play in it? What are the factors that influent its development? And is there anything we could learn from it?Based on the diachronic study and updating data, this is the first comprehensive study in China focusing on the ubiquitous development of new media industry in Japan against the background of information society. Compare with the former study, covering broader time length and vast field, it stands for the realistic meaning.Starting from the information society theory that raised in Japan, this dissertation analyzes the historical track and status quo in four chapters covering internet industry, IPTV industry, digital press industry and telecommunication industry, in perspectives of their developing stages and entry of emphasizes.For the reason of comparatively developed computer network, the internet industry in Japan does not developed fast in the beginning, while over-speeded after the 21 st century for the construction of broadband and mobility. The HDTV was invented in Japan, and abandoned because of its incompatible with the universal standard. To overcome the difficulties, with the joint efforts of government and private-operated enterprises, IPTV in Japan has successfully transformed under the convergence of broadcasting and telecommunication. In the field of digital publication, the market started with difficulties attributed to the strength of traditional press, while with the rising of mobile terminal market, the digital publishing industry enlarged after 2010. Mobile phone industry is particular characterized with Japanese way of development, which growing fast in comparatively closed circumstances.Based on the overall examination and analysis on the new media industries in Japan, this dissertation explores the motivations for its development from three independent variables commonly used in economic sociology: the rational social construction, the function of the nation, and the non-market-oriented governance.This study attributes the success in Japan’s new media industry to the interactions of the power of the nation, the passion and ration of the citizen, the vitality of the market competition, and the non-market-oriented governance. It also based on the national characteristics of willing to learn and the pursuing for the best. The external motivation lies in the information competition as well motivates Japan to be aware of the gap between the developed ones, and to promote the national image in the world. The internal motivation lies in the aspiration of the people, to survive and control the fate, to break the economic barriers, to catch the IT trends and to provide better life for the people. To realize above, a free communication institution connect the research and industry is necessary.The experience of new media industry in Japan may provide a perspective for the new media industry development in China, by indicating the top-level design, the open attitude, free discussion over the strategy and the telecommunication oriented convergence. Meanwhile, the role that enterprises played in application development and market promotion are not negligible.However, for the ramification in define the new media and the methods for evaluation, some data that referred in this dissertation might be different. Because of the vast span that this research covered and the fast change in the range of “new media”, it is very hard to confine the research in a certain scope.
