2020 is the key year for China to build a well-off society in an all-round way.The health awareness of Chinese residents is also gradually improving,the health service needs of residents are gradually diversified,and the health standards are becoming higher and higher.Although the hierarchical diagnosis and treatment policy is smoothly promoted all over the country,there is still a certain gap between China’s existing medical resources and the actual health needs of the people.The reasons for this gap can be attributed to the following two kinds: on the one hand,the total amount of medical and health resources is insufficient,on the other hand,the allocation of medical and health resources(unreasonable planning and distribution,low utilization efficiency of medical resources).The most direct and efficient way to solve such problems is to make the total amount of medical resources meet the health needs of residents in a short time,that is,to increase the total amount of medical allocation.However,this method needs to inject a lot of funds,and will cause serious waste of resources,which is not in line with the concept of sustainable development.Only by optimizing the allocation of existing medical resources,can we rely on the hierarchical diagnosis and treatment policy,and consider that the factors involved in the allocation of medical resources have the characteristics of dynamics,complexity and interaction.Therefore,this paper makes an in-depth study on the optimal allocation of medical resources by using the research method of system dynamics modeling and simulation.This paper expounds the research status of medical resource allocation under the background of hierarchical diagnosis and treatment at home and abroad,and deeply analyzes the optimal allocation of medical and health resources on the basis of existing theories.Taking the hierarchical diagnosis and treatment policy as the research background,this paper analyzes and summarizes the existing problems in the allocation of medical resources in Tianjin,and explores the supplier factors and demander factors that affect it.This paper deeply explores the impact of four key factors on the optimal allocation of medical resources: service price,technical level,reimbursement proportion and reimbursement gap of medical insurance in grass-roots medical institutions.Based on the theoretical basis of system dynamics,the simulation model of optimal allocation of medical resources in Tianjin is established by using Anylogic simulation software,verified by an example,found out the key problems and put forward suggestions.This research can reduce the waste of medical resources,effectively improve the utilization of existing medical resources,further promote medical fairness,and promote the effective implementation of hierarchical diagnosis and treatment policies.
