As China comprehensively deepens its reform,conflicts in all aspects of social interests are growing,social risk points are constantly highlighted,and the probability of public crisis is also increasing.With the transition of social development stages,people’s yearning for a better life has become more intensified and diversified.Such an era background has put forward higher requirements for the public crisis response capability of governments at all levels.At the same time,the various impacts of public health emergencies are profoundly changing the way of life and production in society,which has brought enormous challenges to governments at all levels in responding to public crises,but it may also be a major opportunity for rebirth.Since the end of 2019,the outbreak of the COVID-19 in Wuhan have caused great harm and destruction to the global human society while ravaging the whole China.Before tiny virus,the self-confident and powerful human seemed so weak.Although the continuous development of human and social science and technology,the rapid introduction of corresponding medical programs,vaccine research and development,drug manufacturing,etc.,yet before the rapid spread of the COVID-19 virus,humans seem to be powerless.Compared with the rest of the world,China has taken the lead in achieving remarkable results in the response to the epidemic.It is clear that in the absence of a special drug in the world that can fight COVID-19100%,China’s excellent performance in fighting the epidemic is attributed to the government’s strong governance and management capabilities.As an important component of epidemic prevention and control,circulation management especially reflects the government’s management ability.Circulation management plays an important role in locking the source of infection,screening close contacts and sub-close contacts,checking and controlling the risk of epidemic transmission,and accurately cutting off the transmission route.From multiple dimensions,not only involving various government departments,but also in the process of operation,involving big data resources and informatization,virus traceability detection and other technologies;it is not only necessary to accumulate traditional experience,but also to analyze multidisciplinary technologies,and finally use big data technology,modern crisis management,health incident response and other advanced government crisis early warning prevention,and improve the government’s ability to respond to and deal with public crises,and encourage governments at all levels to constantly improve the public health crisis management system.This paper discusses the content,characteristics,practical experience,deficiencies,and countermeasures of the circulation management work during the COVID-19 epidemic in Dalian as a reference.It provides ideas and references for other cities to quickly enter the actual combat state,master the anti-epidemic methods,grasp the key points of problems,and finally improve the ability to carry out the flow management work.
