| Research Purpose:With the progress of health care reform,hospital trusteeship plays an increasingly important role in improving the service ability of suburban hospitals,improving the utilization of health resources and improving the sense of medical treatment.This article studies the trusteeship of the A hospital to the B hospital,analyze the improvement objectively of service ability of B hospital after trusteeship,discover the problems that exist in the trusteeship and analyze the causes of the problem,to discuss the suggestions and measures to improve the service capacity of the mandated hospital,provide the basis for the management department to understand the real situation and make the decision.Research Methods:Through literature research and policy documents review,to understand the current development situation and existing problems of hospital trusteeship;through the questionnaire survey,to focus on the satisfaction degree of medical staff,patients and related managers to B hospital trusteeship project,and get the feeling of B hospital in improving service ability;through field investigation,to collect the specific trusteeship of B hospital and the relevant data;through expert interview,to explore and construct the index system of evaluating the service ability of the mandated hospital;use Topsis method combine with entropy method to comprehensively evaluate the improvement of B hospital service ability,through descriptive statistics,to made a comparative analysis of some objective indicators before and after B hospital trusteeship,and use SPSS 22 statistical software to make statistical analysis of the questionnaire survey data,Research Content:Obtain the development of the hospital trusteeship in China,the main models,the success of the trusteeship and the existing problems.Taking the trusteeship project of A hospital and B hospital as the research object,To understand the specific measures in the trusteeship process,analyze the improvement of B hospital service capability,find out the problem of restricting the B hospital’s service ability in the trusteeship process and analyze the reasons.Based on the experience of foreign hospital trusteeship mode,combined with the medical reform environment and the current situation of B hospital,it puts forward corresponding suggestions and countermeasures,providing basis for the next step of this trust project,and providing reference for improving hospital trusteeship mode.Research Result:According to Topsis comprehensive evaluation results,from 2012 to 2016 B index in different years and the optimal value of the close degree of hospital Ci values were 0.2159、0.2499、0.3173、0.4094、0.7660,ranking 5,4,3,2,1.It shows that the service ability of B hospital has increased year by year,and the service ability of the hospital has been significantly improved,especially after the hosting of the B hospital.In the allocation of resources,the number of medical technical personnel in the hospital B increased significantly,increasing 12 clinical departments,2 medical technology departments,2 municipal key department,5 district level key departments,3 district level specialty,and 108 beds;In the field of scientific research and teaching,B hospital has increased from 0 to 28 in national and provincial level research projects,and the number of papers published in the core periodicals has increased from 32 to 144;In terms of traditional Chinese medicine service ability,the number of practitioners in B hospital increased from 118 to 180,and the number of Chinese medicine practitioners increased from 23 to 36,the number of Chinese medicine prescriptions increased from 488 thousand and 500 to 862 thousand and 700,and the number of Chinese medical technology increased from 52 to 66;In terms of job performance,the service volume of B hospital increased significantly,the average length of stay was decreasing,the bed utilization rate and bed turnover rate need to be improved,and the quality of medical service has been improved;In terms of economic efficiency,the total income of B hospital increased significantly,and the proportion of medical income drug(excluding Chinese herbal medicine)remained above 40%,and the cost of outpatient expenses and hospitalization expenses decreased.The satisfaction of B hospital medical staff,patients and related managers to the B hospital trusteeship project were 93.9%,84%and 92.3%respectively.Research Conclusion:Relying on the management level and quality medical resources of A hospital,the service ability of B hospital has been significantly improved after hosting.However,there is a lack of coordination between scale expansion and internal development in B hospital,and the number and quality structure of talents still need to be improved.It is suggested to coordinate the balance between the scale expansion and the internal development of the managed hospital,gradually improve the quality of the qualified hospital,strengthen the data monitoring of the managed hospital,and attach importance to the connotation construction of the managed hospital.. |
