In order to deepen the reform of the medical and health system,the government continuously promote the reform of public hospitals and encourage municipalities and cities to carry out pilot reform of public hospitals.The reform plan of corporate governance in public hospitals has also been put forward and carried out.With the implementation and revision of the policy,the Pilot reform of corporate governance in public hospitals has been increasing.The public hospitals of all parts of the country,on the premise of insisting on the reform direction and based on the actual situation,We will carry out the practice of corporate governance reform,implement the status of independent legal persons in public hospitals,and explore various forms of corporate governance reform.In July 2012,the Beijing hospital authority established the council in two pilot hospitals of Beijing Chao-yang Hospital and Beijing Friendship Hospital of comprehensive reform.Up to now,the two hospitals have implemented corporate governance reform for more than five years.It is necessary to summarize the reform achievements and experience of the two corporate governance reform pilot hospitals.We can find out the problems in the pilot process and promote the reform of corporate governance in the following public hospitals.Objective:Comprehensive analysis and evaluation of the corporate governance reform of two pilot hospitals of Beijing Chao-yang Hospital and Beijing Friendship Hospital,combined with the reform of public hospitals and learn from the experience of successful cases of domestic corporate governance reform in public hospitals in other parts.For the Beijing municipal public hospital corporate governance reform smoothly,other domestic areas of further perfection of public hospital corporate governance structure and operation mechanism of public hospital reform to provide the reference.Methods:The research methods adopted in this study include literature research,typical investigation process,interview method and Preker-Harding Model analysis method.Analyzes the relevant literatures on the reform of corporate governance in public hospitals in various regions of China,and understands the present situation of the practice of corporate governance reform in public hospitals in China,and finds out the reform practice characteristic.To investigate the typical public hospitals in different regions of China and summarize their experience in corporate governance reform.Investigate the Beijing pilot public hospital,adopts semi-structured interview to collect relevant information about the pilot reform.The localized Preker-Harding Model is used to analyze the reform of corporate governance in Beijing pilot hospital.Results:After more than five years of practice exploration,the reform of corporate governance in Beijing Chao-yang Hospital and Beijing Friendship Hospital has achieved initial results.The corporate governance structure of the council has been preliminarily established.It has formed the power operation mechanism of checks and balances in decision making,execution and supervision.The corporate reform in two pilot hospitals is in the transition from autonomy to corporatization.The five key factors that influence hospital behavior and performance(decision-making power,residual claim,market entry level,accountability mechanism,social function)match each other,the coordination between the internal management ability,market maturity and policy legal environment needs to be further improved.The reform of corporate governance in public hospitals should be further explored and deepened.Conclusion:The reform of corporate governance promotes the decision-making,implementation and supervision of the power operation mechanism of each other.However,with the acquisition of initial benefit,there are certain institutional constraints.Public hospital governance mechanism reform needs to create a good external policy environment,further optimize the internal management mechanism and the appraisal system,and pay attention in the process of the introduction of social capital provide services of public welfare.Domestic hospital corporate governance reform practice should also be fully draw lessons from western the experience of hospital management theory and practice.The actual impact of corporate governance reform of domestic hospitals still need further study to system evaluation,and explore with Chinese characteristics in practice and actual situation of hospital management mode.
