The establishment and improvement of water right system is an important approach to manage modernly and allocate effectively water resources,and water right distribution is the basis and premise of water right confirmation and trading in the water right system.This paper takes Xibei River irrigated area as the research object to study and discuss the allocation method of agricultural initial water rights in irrigated area,aiming at getting a more scientific,fair and efficient allocation scheme of agricultural initial water rights in irrigated area.It will provide more theoretical and methodological support for water right distribution in irrigated areas,and promote the development of agricultural water right trading platform and market,as well as the comprehensive reform of agricultural water price.The main research contents and conclusions are as follows:(1)This paper introduces and sorts out the connotation and formation methods of the farmers’ WUAs(Water-Users Associations),according to the canal system of the Xibei River irrigation area,seven rational scale farmers’ WUAs are divided for the Northwest River irrigation area.And makes it clear that the main object of water right allocation in irrigation areas are WUAs.(2)Using the traditional quota method to allocate water right in Northwest River irrigation area.The typical channel section method is used to calculate the utilization coefficient of irrigation water of each farmer’s WUAs,and the corresponding gross irrigation quota is calculated.The water allocated by each farmer’s WUAs is obtained by combining the irrigation area,namely,the water rights allocation scheme of the irrigated area based on the quota method is obtained.(3)Using the decision model method to allocate water rights in Xibei River irrigation district.Based on a comprehensive analysis of various factors affecting the allocation of water rights in the irrigated area,10 indicators of water rights allocation in the irrigated area were selected from the perspectives of fairness,efficiency and benefit,and the corresponding index data were collected and sorted to construct an index system of water rights allocation suitable for the Northwest River irrigated area.The analytic hierarchy process is used to obtain the subjective weight of each water rights allocation index,the entropy weight method is used to obtain the objective weight of each water rights allocation index,and then the game theory method is used to calculate the combined weight of water rights allocation index that reflects the preference of the irrigation district water rights allocation strategy and has strong objective rationality,and then the water rights allocation scheme based on the decision model method is obtained.(4)Compare and analyze the two water rights allocation schemes obtained,summarize the advantages and disadvantages of these two water rights allocation methods,and provide a reasonable explanation and analysis of the differences and changes in water rights among the water user associations in the two water rights allocation schemes.The results indicate that the decision model method has strong feasibility in the allocation of water rights in irrigation areas.On the basis of meeting the irrigation needs of irrigation areas,appropriate allocation of irrigation water rights among farmers’ water user associations is carried out to improve the utilization efficiency of irrigation water in irrigation areas,promote the sustainable development and healthy operation of irrigation areas.
