Protecting the ecology and people’s livelihood is the bottom line that must be adhered to in the reform of state-owned forest farms.Protecting the ecological environment is to improve people’s well-being.In the process of engaging in under-forest economy and forestry industry activities,the families of workers in forest areas are facing serious risks and challenges.Livelihood risk has become the main factor causing livelihood problems in state-owned forest areas.In order to ensure the livelihood of staff families in state-owned forest areas,based on the sustainable livelihood framework proposed by the Department for International Development(DFID)of the United Kingdom,the livelihood risks of staff families in Hailin Forestry Bureau were studied by using risk management theory and research methods.The results are as follows:(1)In the single-factor risk evaluation,the evaluation grades of technical risk,market risk,policy risk and natural risk are all higher.In the same level,the incidence of various livelihood risks from high to low is: market risk>natural risk>policy risk>technical risk;(2)In the overall risk assessment,the livelihood risk level of the staff and workers of Hailin Forestry Bureau is higher.It can be concluded that there are high livelihood risks in the families of employees of Hailin Forestry Bureau,and all kinds of livelihood risk levels are high,which cannot be ignored.According to the theory of risk management,countermeasures are proposed from four aspects: risk avoidance,risk control,risk sharing and risk transfer.The specific contents are as follows:(1)In terms of risk aversion,pay attention to timely adjustment of livelihood strategies,and select a stable livelihood mode;Strengthen the construction of information platform and broaden the channels of policy understanding.(2)In terms of risk control,set up technical training courses to improve the family skills of employees;Establish the value realization mechanism of forest products to increase the value of products;Accelerate the construction of dynamic monitoring platform and improve the level of disaster control.(3)In terms of risk sharing,the new sales model is to carry out order forestry;Build a diversified financing system and realize financial innovation.(4)In terms of risk transfer,improve the disaster insurance mechanism to mitigate natural risks;Establish risk loss compensation mechanism to reduce risk loss.
