Objective:To understand the service capacity of private occupational health technical service institutions in Hebei Province,find out the problems existing in the work of private service institutions and put forward reasonable suggestions,In order to standardize and develop service institutions,to provide a scientific basis for the health department to carry out the supervision and management of occupational health technical services,improve the layout of the technical service system,and optimize the allocation of health resources.Methods:Using self designed questionnaire in Hebei province qualified private occupational health technical services basic situation,the expert review method of regular test report,and according to the level of qualification,qualification fixed number of year and regional GDP classification of private service agencies,multi-angle analysis of private service agencies in Hebei province service ability and the existing problems.Results:1.In this study,a total of 49 private service institutions were investigated,and the qualification level was mainly grade B,accounting for 87.76%;33 service institutions with qualification years less than 10 years,about twice the number of institutions with qualification greater than or equal to 10 years,;the 11 cities in Hebei Province have the distribution of private occupational health technical service institutions,Shijiazhuang has the largest number of service institutions,with 17(34.69%),and Cangzhou and Chengde have the least number of service institutions,with only one(2.04%)service institutions each.The number of key testing items,general testing items,total testing capacity and CMA testing items of service institutions with qualification greater than or equal to 10 years,are all higher than those of institutions with qualification years less than 10 years(P<0.05).2.There are 1610 professional and technical personnel,mainly aged 30~40(46.71%),bachelor degree(55.22%),intermediate title(35.47%),and major in engineering(57.14%).The proportion of grade A institutions with graduate education,the proportion of people with intermediate or above titles and the proportion of public health professionals are higher than that of non-grade A institutions(P<0.01).The proportion of personnel with graduate degree and intermediate or above title in service institutions with qualification greater than or equal to 10 years is higher than that of institutions with qualification years less than 10 years(P<0.01).3.Among the professional and technical personnel,261(16.21%)participated in national training;689(42.80%)participated in provincial training.The proportion of national and provincial trainees in grade A institutions and institutions with qualification greater than or equal to 10 years is higher than that of non-grade A service institutions and service institutions with qualification years less than 10 years,respectively(P<0.05).15.78%of the employees have national qualification certificates,51.18%have provincial qualification certificates,and 35.34%have no qualification certificates.The proportion of personnel with individual qualification certificate(76.97%)in grade A institutions is higher than that of non-grade A institutions(63.25%)(χ2=12.19,P<0.01);the proportion of personnel without certificate(26.45%)in institutions with qualification greater than or equal to 10 years is lower than that of institutions with qualification less than 10 years(39.74%)(χ2=27.54,P<0.01).4.In the past five years,the total number of testing reports and evaluation reports was 57,495 and 28,113,respectively,accounting for 67.16%and 32.84%,respectively;the number of test reports in each year was more than the number of evaluation reports,the number of test reports and evaluation reports in areas with high total GDP was more than that in areas with low total GDP.5.Compared with the scores of regular test reports in different regions,the medium total GDP(75.03±8.35)was higher than the regions with low total GDP(64.65±11.77)(P<0.05).The test item with the highest excellent rate in the occupational health testing ability comparison was free Si O2 in dust(82.22%),the highest qualified rate was NH3 in absorption liquid(71.11%),and the highest unqualified rate was TCE in activated carbon tube(20%).The comprehensive evaluation result of ability comparison was that 2(4.44%)were excellent,26(57.78%)were qualified,and 17(37.78%)were unqualified.There was no significant difference in the qualification rate of different types of service institutions(P>0.05)Conclusions:1.For private occupational health technical service institutions in Hebei Province,within 10 years,the distribution of private service institutions in each city,but the distribution of service institutions in different regions varies greatly.2.The development of testing projects carried out by different private occupational health technical service institutions is unbalanced,service institutions with qualification greater than or equal to 10 years carry out more types of testing projects than service institutions with qualification less than 10years.3.A total of 1,610 professional and technical personnel,mainly from 30 to 40 years old,with mainly bachelor’s degree,mainly intermediate title,mainly engineering major,the personnel structure of grade A institutions and institutions with qualification greater than or equal to 10 years is better than that of non-grade A institutions and institutions with qualification less than 10 years.4.From 2017 to 2021,the business volume of testing and evaluation services carried out by private occupational health technical service institutions in Hebei province has increased year by year,but it is still lower than the actual number of enterprises that need to test;the business volume of regions with higher total GDP is higher than that of lower regions,and the business category is mainly detection.5.The service quality is uneven,the average score of regular test report is lower than that of developed regions,and the score of regions with medium total GDP is higher than that of regions with low total GDP;The qualification rate of the occupational health testing capacity comparison results is lower than the national level,and the gap between different qualification years and regional occupational health testing capacity is small,so the testing capacity needs to be further improved.
