Local Practice Of The CPC’s Response To Major Public Health Crises In The Early Years Of The PRC

In the early years of the PRC,there were many wastes and diseases in the country,which seriously destroyed economic recovery,social development and political stability.Due to its special natural and social conditions,Fujian Province has prominent public health problems and frequent occurrence of endemic diseases,resulting in immeasurable damage.Among them,plague,a potent infectious disease,has continued from modern times to contemporary times.It has been raging in Fujian for 68 years,and has caused an all-round negative impact on Fujian society.Effective plague prevention and control was a major problem that the new people’s regime had to solve.Under the unified leadership of the CPC Central Committee,the Fujian Provincial Party Committee and the Provincial Government attached great importance to the prevention and control of epidemic diseases,and explored a set of effective plague prevention and control systems,which provided valuable local practical experience for responding to major public health crises.This article examines the continuation and prevention of plague in Fujian Province from 1949 to 1966,and discusses the idea of plague prevention,prevention and control process,prevention and control effects,prevention and control experience under the leadership of the Communist Party of China,as well as the management of other social problems in the process of plague prevention and control.In this way,the local practice of the Party’s response to major public health crises during this period was explored.Around the above problems,the thesis is divided into five chapters.The first chapter mainly investigates the overall epidemic situation and harm of the plague in Fujian,and discusses the source of the guiding ideology and the basis of governance practice for the prevention and control of the plague in Fujian in the early days of the founding of the PRC.Among them,the overall epidemic situation of the plague in Fujian,including the outbreak,causes,and prevention and control of the plague in Fujian in modern times,as well as the development trend,epidemic characteristics and hazards of the plague in Fujian after the founding of the PRC,provide historical evidence for further research.The second chapter mainly investigates the adjustment and formation of the Party’s leadership strategy and mechanism to deal with the Fujian plague in the early years of the founding of the PRC.This part sorts out the application and effect of the investigation and research methods of the Fujian Provincial Party Committee and the Provincial Government in the prevention and control of plague,summarizes the prevention and control strategies formed on this basis,and expounds the structure and development of the multi-party collaborative leadership mechanism.The third chapter mainly investigates the development of the Party’s "scientific treatment" of the plague in Fujian from 1949 to 1966.This chapter focuses on "scientific governance",and sorts out the prevention and control force preparations carried out by the unified leadership of the Fujian Provincial Party Committee and the Provincial Government.Then,the organic combination of "prevention" and "treatment" of plague is discussed from two aspects:plague rescue and prevention mechanism,The fourth chapter mainly examines the practice of the party’s mass line in response to the Fujian plague from 1949 to 1966.The practice of the mass line played a significant positive role in the prevention and control of plague during this period.First,it expounds how health and epidemic prevention organizations at all levels publicized and educated the masses,introducing the composition of publicity teams,the selection of publicity methods,and the arrangement of publicity steps.Secondly,it discusses how health and epidemic prevention organizations at all levels organized and mobilized the masses,mainly by organizing and mobilizing the masses to carry out three mass campaigns related to plague prevention and control,namely rodent control,flea control and sanitation.Finally,with the focus on social concerns,this chapter discusses how the party can stabilize the people’s hearts in the process of responding to the plague,and deal with social problems such as rumors,lawbreakers,and conflicts between epidemic prevention and production that plague the prevention and control of the epidemic and the people.The fifth chapter mainly examines the party’s effectiveness and experience in dealing with and managing the plague in Fujian.During this time period,under the unified leadership of the Communist Party of China and the People’s Government,Fujian achieved a victory in the prevention and control of plague,advancing the development of social production and construction,the enhancement of the people’s political identity and the optimization of the public health epidemic prevention system.Summarizing its historical wisdom,the author mainly expounds the following three points:First,adhere to the combination of leadership and the masses;second,adhere to the combination of governance and prevention;third,adhere to the combination of the mass line and science and technology.In general,this paper focuses on solving the following three key issues:explaining the establishment of a multi-party collaborative leadership mechanism and the practice of scientific governance in the practice of plague prevention and control in Fujian from 1949 to 1966;elaborating the party’s practice of publicity,education and mobilization of the people,as well as the governance of other social problems that hinder the prevention and control work;summarizing the effectiveness and historical wisdom of plague prevention and control in Fujian in the early days of the founding of the PRC.
