At present,digital reform has become a major trend in economic and social development.The booming digital wave not only impacts various fields of the social economy,but also has a significant impact on hospitals.Digital reform is a necessary path for hospitals to achieve high-quality development in the next stage and an inherent requirement for achieving "smart healthcare,smart services,and smart management",It is also an important means to improve the comprehensive information operation capability.In the process of digital reform in hospitals,the requirements for financial management are increasing day by day.Budget management,as an important tool for financial management accounting,hospitals can effectively regulate the economic operation of hospitals,improve the utilization rate of funds and resources,improve the level of digital services,and draw a clear path for the development of hospitals through budget management,analysis of various indicator data,and coordination of business and financial exchange activities,It has practical significance in solving the practical problems faced by hospitals.In the digital reform process of ZJ Hospital,budget management has taken into account a wider range of factors.The existing budget system has a significant deviation between goals and execution,and the budget completion indicators cannot provide reliable and scientific reference opinions for the hospital’s future development.Faced with data barriers that create data barriers between departments,ZJ Hospital relies on manual management to maintain the effective operation of budget management,resulting in lagging management and control Low management efficiency and other issues.Therefore,in order to adapt to the wave of digital reform in the whole society,it is imperative to optimize the budget management system of ZJ Hospital in the context of Digital transformation,taking ZJ Hospital’s Digital transformation as an opportunity.This thesis first reviews relevant research literature both domestically and internationally.Based on a review of relevant literature,it analyzes the optimization motivations and strategies for the budget management system of ZJ Hospital.After conducting a questionnaire survey on employees of ZJ Hospital and analyzing the survey data,it was found that due to incompatibility between the budget system and other business systems,data information cannot be intelligently shared,and difficulties in monitoring and executing early warnings throughout the entire process,the hospital’s budget management efficiency is low,and its budget control ability is weak,making it difficult for functional departments and business departments of the hospital to use budget data in a timely and effective manner,Unable to reasonably utilize budget data to provide guidance for hospital development and effectively control risks.Starting from the above practical issues and utilizing relevant theories,this article focuses on optimizing the budget management system of ZJ Hospital from five aspects: establishing a new organizational framework for budget management,setting budget system goals,integrating industry and financial information platforms,improving budget evaluation mechanisms,and establishing dynamic monitoring platforms.This thesis studies the budget management process of ZJ Hospital and optimizes the budget management practice system.The optimization of the system effectively improves the efficiency of ZJ Hospital’s financial management,achieves real-time budget control,transfers risk control links forward,improves risk control capabilities,makes financial management more automated and intelligent,and thereby improves the overall operational efficiency of the hospital and improves the level of service to patients,It can provide reference and guidance for optimizing the digital budget system of financial management in other similar hospitals.In the end,this thesis looks forward to further optimizing the budget management system of ZJ Hospital under the Digital transformation to play a greater role in order to provide reference for hospital management decisions.
