The global pandemic of the new crown epidemic has brought huge challenges to the international shipping industry and port epidemic defense supervision.Under the "new crown" epidemic,the normal production of ports,which are the key parts of epidemic prevention and control,will inevitably be affected,and port epidemic prevention has also become the focus of daily work.This article will start from the method of public management,from the practical measures of domestic and foreign port epidemic prevention measures and the status quo of international maritime compliance work under the background of the new crown epidemic,taking TC port as an example to analyze the impact of the new crown pneumonia epidemic on the economy and trade of port cities from the perspective of my country’s port local governments.and industry impact,discuss the transmission mechanism and intuitive impact of shipping and industry under epidemic conditions.To evaluate the overall impact of the epidemic on the port and shipping industry by means of questionnaire surveys,enterprise research,and expert interviews,focusing on different market sectors,and analyzing the different degrees of impact of the epidemic on sub-sectors such as terminals,ships,shipping companies,crews,and supporting enterprises;New public management and public service theory,analyzes the current port epidemic prevention policies and responsibilities of local governments in my country,and compares epidemic prevention measures,cases and cases in foreign port cities,summarizes and proposes main response measures that meet the current situation and needs of local governments where ports are located in my country.Including the promotion of port and shipping enterprises to strengthen overseas port policies and port call follow-up,prevent ship lease disputes and legal risks,improve the epidemic prevention and control system,and promote the development of smart ports and smart shipping and other countermeasures.
