Employment is the greatest livelihood,an important guarantee for maintaining social stability,and an important prerequisite for achieving common prosperity.The rural floating population faces multiple problems such as unstable employment,insufficient medical security,and employment discrimination in cities,and their employment status is not optimistic.Self-employment is one of the important forms of employment for rural floating population and occupies an increasingly important position in our labor market.The Report to the 20 th CPC National Congress clearly proposes to "implement the strategy of giving priority to employment,to strengthen the employment support for people in straitened circumstances,and to eliminate unreasonable restrictions and employment discrimination that affect equal employment,so that everyone has the opportunity to achieve their own development through diligent work".In addition,the 14 th Five-Year Plan and the Outline of2035 Vision Goals stressed the importance of "improving the employment support system for migrant workers and other key groups,and comprehensively improving the ability of workers to find jobs and start businesses".A large number of researches have proved that medical insurance has a significant impact on labor force self-employment,but the question of whether medical insurance is a "catalyst" or an "entrepreneurial lock" for labor force self-employment has not been conclusively studied at domestic and international level,especially from the perspective of medical insurance system reform.The urban-rural integrated medical insurance policy implemented nationwide in 2016 has profoundly affected the work and lifestyle of rural floating population,and it is important to examine the intrinsic link between this policy and employment choices to fully understand and promote the self-employment of rural floating population.Therefore,the policy evaluation of urban-rural integrated medical insurance on labor self-employment is a new topic worthy of attention at present.Therefore,based on the data of the China Family Panel Studies survey,this thesis analyze the impact of the urban-rural integrated medical insurance policy on the self-employment of rural floating population.The research conclusions of this thesis are as follows: The integrated urban-rural medical insurance policy has a significant restrain effect on the self-employment of the rural floating population,that is,after participating in the basic medical insurance for urban and rural residents,the rural floating population tends to engage in employed work rather than self-employment,resulting in the "Constraint on Entrepreneurship" effect.This conclusion also holds true after further adopting robustness testing methods such as event study method,placebo test,adding and replacing data.The results of heterogeneity analysis show that the urban-rural integrated medical insurance policy has a significant restrain effect on the rural floating population in the eastern,central and western regions,those under 35 years of age,and those in survival self-employment employment.Finally,this thesis puts forward some policy suggestions based on the results of the empirical analysis,including optimizing the operating mechanism of urban-rural integrated medical insurance financing;reducing the burden of health insurance for vulnerable groups;improving the policy of rural entrepreneurship support;and promoting the synergistic development of urban and rural regions. |
