As the "gatekeeper" of the national health service system,grass-roots medical and health institutions play a vital role in the prevention and control of the COVID-19 epidemic.Grass roots medical and health institutions should constantly optimize the training path for the professional development of public health practitioners,provide a good opportunity and environment for personnel development,which is of great significance to protect people’s life safety and promote social and economic development.This article explores a new path for the career development of public health practitioners in grassroots medical institutions during the post epidemic stage,with the goal of strengthening the reserve of public health talents in grassroots medical institutions,cultivating professionals with good professional skills and strong service awareness,improving the competence and execution ability of grassroots public health personnel in response to sudden public health crises,and enhancing the satisfaction and trust of the public towards grassroots public health service institutions,To lay a solid foundation for the realization of "Healthy China".This article reviews relevant research and discussions on the management and training of public health personnel in grassroots medical institutions both domestically and internationally,explains relevant concepts and explains basic theories.A questionnaire survey was conducted on the staff of 21 grassroots community health service centers in Zone F using a stratified sampling method,and on-site interviews were conducted with relevant personnel in charge of community service centers to understand the current situation of grassroots medical and public health practitioners,including gender,job nature,professional title Through analysis of educational background and dual responsibilities,it can be concluded that the difficulties in the career development of public health practitioners in grassroots medical institutions include: insufficient reserve of personnel and lack of a mechanism for echelon construction;The self-evaluation of grassroots public health personnel is not high;Grassroots medical institutions need to establish sound incentive mechanisms and optimize ways of improvement;Grassroots public health practitioners have a strong sense of social responsibility and are not satisfied with their salary and benefits;The mental health of grassroots public health practitioners needs to be paid attention to;The professional training mode for grassroots public health personnel needs to be optimized.Analyze internal reasons,including: marriage and family factors restricting personnel’s continuing education;Job factors affect personnel’s turnover intention;Develop career development plans for personnel with identity constraints;Personnel career development is affected by three factors:organizational commitment,psychological contract,and turnover intention.External reasons include: COVID-19 has weakened human resource management and control;Lack of standardized guarantee system;The traditional grassroots medical mechanism affects talent cultivation.Based on the above research results,the following suggestions are proposed:expanding the number of employees to form a echelon;Optimize the governance environment,enhance employee confidence,and adhere to a people-oriented fair incentive model;Constructing organizational equity contracts to reduce mental health issues;Establish a comprehensive professional training model for grassroots medical practitioners.
