| In the new era,in order to meet people’s pursuit of high-quality medical and health services and better fulfill social duties,public hospitals must constantly improve their comprehensive strength,which is largely determined by the medical service level of hospital talents.As the core resource of a hospital,talent is the key to the high quality development of a hospital.It is very important and necessary for the development of municipal public hospitals to optimize the talent incentive policy,stimulate the work efficiency of talents to the maximum extent,and realize the optimal allocation of hospital human resources.By taking Wenzhou Public R Hospital as a case and using literature research method,questionnaire survey method and case study method,this paper investigates and analyzes the implementation status of talent incentive policy in Wenzhou Public R Hospital and the satisfaction degree of talents in R hospital to the current incentive policy,and analyzes the existing problems of incentive policy from the perspective of two-factor incentive theory.The problems of health factors include not obvious salary incentive,not enough life demand guarantee,not sound research platform,not strong cultural atmosphere;The problems of incentive factors include imperfect performance appraisal mechanism,unobstructed career development channels and unreasonable commendation and reward.Based on Smith’s policy implementation process model,it is found that the reasons for the above problems are as follows: municipal public hospitals are not attractive enough,the coordination of talent incentive policies is not perfect,the innovation of talent incentive policies is not enough,and the promotion effect of talent incentive environment is not ideal.In view of the above problems,the optimization of talent incentive policy of municipal public R hospital can be started from four aspects.First,to improve the attractiveness of city-owned public hospitals,we should give full play to the advantages of city-owned public hospitals,increase the investment of talent incentive funds,and pay attention to the construction of hospital culture.The second is to strengthen the coordination and integration of talent incentive policies: improve the scientific nature of incentive policies,expand the awareness of incentive policies,cultivate the comprehensive quality of executive personnel,set up a talent class;Third,to create a variety of talent incentive methods:combining positive and negative incentives,combining individual incentives and team incentives,combining material incentives and spiritual incentives,personalized setting of incentive goals;The fourth is to create an environment to promote talent incentive: broaden the channels of talent career development,formulate diversified talent training plans,and strengthen the construction of talent team.It is hoped that this study can improve the effect of talent incentive in Wenzhou Public R Hospital and provide practical reference for talent incentive in other similar hospitals. |
