Study On Improving The Effectiveness Of Public Health Emergency Supervising And Accountability System

In the context of strengthening comprehensive and strict governance over the Party,the Supervision Law of the People’s Republic of China was promulgated in 2018.The Supervision Law established a major legal transformation of the central organs of China from "one People’s Court" to "one commission,one People’s Court".The National Supervisory Commission and the Party’s Commission for Discipline Inspection share offices and offices.While focusing on leading officials,the subject of supervision and accountability has also been extended to all civil servants.This is a qualitative change.Therefore,supervision and accountability is a new form of accountability in the practice of accountability,along with administrative accountability and intra-party accountability.Since the outbreak of COVID-19 at the end of 2019,the whole Party,the people of all ethnic groups and all regions,under the strong leadership of the CPC Central Committee,have overcome wave after wave of the epidemic with one voice,one heart and one mind.Now the epidemic prevention work has entered the final stage,and we can say that China has basically achieved a great victory in the war against COVID-19.The novel coronavirus outbreak is a public health emergency.In the initial stage of the outbreak,the rapid speed,high intensity and wide spread of the epidemic posed a great threat to people’s life and safety.In the course of the epidemic,there were also some epidemic prevention chaos,and the CPC and governments at all levels were stressed in the organization of epidemic prevention and emergency management.Supervision and accountability system as a short and strong tool,has played an important role in guiding public personnel to efficiently perform their duties,guaranteeing emergency work efficiency,maintaining and improving the government legitimacy and credibility,protecting the rights and interests of people’s health,and has effectively improved our country’s public health governance efficiency.This paper is divided into six chapters:The introduction mainly explains the reason of topic selection,research significance,domestic and foreign research overview,research methods and research difficulties and other issues.The first chapter introduces the theoretical basis of supervision and accountability for public health emergencies,defines the term of public health emergencies in detail,and summarizes some characteristics.Then it makes a comparative analysis on supervision and accountability,administrative accountability and intra-party accountability.In the diachronic picture of accountability system,it discusses the common sense of various accountability systems and some new developments arising with the changes of The Times.The second chapter mainly describes the development status of supervision and accountability in the field of public health emergencies,its achievements as well as its functions and functions,such as urging the performance of duties,protecting people’s life safety and so on.Then there are the problems found in the system’s response to public health emergencies,which mainly include the single subject of supervision and accountability,the generalization of the object of supervision and accountability,the difficulty in applying the situation of supervision and accountability,the lax implementation of supervision and accountability procedures,and the non-standard results of supervision and accountability.The third chapter focuses on the analysis of the causes of supervision and accountability for public health emergencies.In view of the existing problems in the supervision and accountability response to the COVID-19 epidemic,this paper tries to reveal the absence and failure of the supervision and accountability system in the operation process through three levels of concept,system and society.In the fourth chapter,based on the analysis of the problems and causes in the previous section,and aiming at the research on the efficiency improvement of the supervision and accountability system for public health emergencies,the author puts forward five improvement paths,namely,promoting the diversification of accountability subjects,clearly defining accountability objects,accurately applying accountability situations,strictly implementing accountability procedures,and flexibly responding to accountability results.There are specific items under each path.The fifth part is the conclusion,reference,acknowledgments and so on.In public health emergencies,the supervision and accountability system does not work well.Based on the problems found in this incident,the supervision and accountability system has been comprehensively optimized and improved,and the entire system will work together to fully exert its governance effectiveness.
