Research On The Construction Of Talent Team For The Old-age Care By Combination Of Medical And Nursing Care In Chongqing

With the deepening of China’s aging degree,aging,disability,and multiple diseases are becoming more and more prominent.During the 14 th Five-Year Plan period,the total number of elderly people aged 60 and above in China will exceed 300 million,accounting for more than 20% of the total population,and entering the stage of moderate aging.As one of the regions with the most serious aging degree in China,the aging problem is becoming more and more serious.According to the data of the seventh national census of Chongqing,the permanent population of Chongqing is 32.054200,among which the population aged 60 and above is 7.010400,accounting for 21.87%;the population aged 65 and above is 5.4736 million,accounting for 17.08%.Compared with 2010,the proportion of the population aged 60 and above increased by 4.45 percentage points,and the aging degree of the population was further deepened.Since the 14 th Five-Year Plan,Chongqing has vigorously promoted the construction of the "combination of medical care" elderly care service mode,and the combination of medical care has become an important measure to actively cope with the aging population and meet the diversified needs of the elderly under the new situation.The combination of medical and nursing service talents is the key factor to improve the quality of pension service and promote the development of the pension service mode.Therefore,the shortage of pension service talents and how to cultivate professional and high-quality practical medical and nursing service talents are urgent.Chongqing urgently needs to vigorously develop the combination of medical care and elderly care services to alleviate the social pressure brought by the aging population.However,at present,the talents of medical care combined in Chongqing can not meet the demand of the aging market in Chongqing,both in terms of quantity and quality.Based on the current situation of the development of medical and elderly care services in Chongqing,this paper will investigate and analyze the practice will,labor rights and interests protection,and education background of the elderly care service talents,and discuss how to strengthen the construction of talent team to complement the shortcomings of talents so as to promote the development of elderly care service industry in Chongqing.In this study,a variety of methods are comprehensively used,including literature research,questionnaire surveys,in-depth interviews,etc.Based on a combination of qualitative and quantitative analysis,and based on relevant theories such as human capital theory,Maslow’s hierarchy of needs theory,and two-factor theory,the relevant employees of Chongqing’s integrated medical and elderly care institutions are investigated.Through questionnaire surveys and interviews,It is found that there are still problems in the construction of elderly care service talents in Chongqing,such as a large talent gap,an unstable talent structure,a lack of young talents,and a low degree of specialization.Through in-depth discussion,the author can see that this part of the problem is caused by insufficient government support,imperfect industry standards,imperfect training system,and poor talent development environment.Then,the author draws on the experience of Denmark,Germany,Japan,Nanjing,Shanghai and other developed regions in the construction of elderly care service talent team,and combines the actual situation of Chongqing City,proposes an optimization plan for the construction of elderly care service talent team in Chongqing City;Firstly,adhere to the government’s leading position and promote the improvement and perfection of the talent team system;Secondly,improve industry guidelines and establish standards for building a new talent team;Finally,improve the management leveland create a talent environment.It is hoped to promote the construction of elderly care service talent team in Chongqing,improve the level of social elderly care services,and promote the healthy development of the elderly care service industry combined with medical care in Chongqing.
