Study On Standardization Management Mechanism Of Public Health In Zigong City

Cities are the centers of local political,economic,social and cultural activities.It is particularly important to do urban work well in relation to local economic and social development.As socialism with Chinese characteristics has entered a new era,people’s living standards have improved markedly and they have higher aspirations for material and cultural life.To further improve the urban governance system and improve the capacity of urban governance,placed in a more urgent and prominent position.The general secretary pointed out that "city management should be as delicate as embroidery.Urban fine management must adapt to urban development ".Therefore,urban management should strengthen forward-looking thinking,overall planning,strategic layout and overall promotion,adhere to the promotion of fine management,fine urban management throughout the whole life cycle of urban organisms,covering all areas of urban space,reflected in every moment.Therefore,it has become a consensus to introduce standardized management ideas in the field of urban management for reference to the advanced practice of enterprise management.The standardized management of urban public health is an important means to strengthen the normal management of urban public health and an important starting point to strengthen the assessment and evaluation of urban public health management.It is an inevitable trend for the scientific development of urban management to accelerate the standardization of urban public health management,further improve the system of urban public health management,and promote the standardization and refinement of urban public health management.In recent years,Zigong City has thoroughly implemented the important instruction spirit of the General Secretary’s "city management should be as fine as embroidery",adhered to the idea of "people’s city management by the people,and managed the city well for the people",implemented the "721" work law,aimed at the common governance,joint construction and sharing of the city,and focused on showing the image of a national civilized city and a national healthy city.Fully mobilize all forces to participate in urban management,manage urban affairs together with the market,enterprises and citizens,and assume social responsibilities.Zigong City’s urban management is becoming more scientific,refined and intelligent.However,at present,there are still some problems in the standardization management of urban public health in Zigong City,such as unclear responsibility boundary of main bodies and imperfect operation supervision,which lead to insufficient coordination and linkage among main bodies of standardization management and low level of urban fine management.This study begins with the background and significance of urban public health standardized management.After that,the paper introduces the core concepts and theoretical basis related to the urban public health standardized management mechanism.Through the analysis of the status quo of Zigong city public health standardization management mechanism,including the general situation of Zigong City public health standardization management,existing mechanism composition and operation.By means of questionnaire survey,some public officials of public health administration departments,practitioners in the field of urban public health,managers of market-based companies in the field of urban public health and residents were randomly selected as survey objects to carry out an empirical survey to further understand the problems existing in the standardized management of public health in Zigong City.Problems such as poor coordination and linkage of management institutions,non-standard operation process,inadequate internal supervision,unclear target orientation and imperfect information construction were found.Through in-depth analysis of the reasons,This paper puts forward countermeasures to improve the standardization management mechanism from four aspects: promoting cooperation among subjects of urban public health standardization management,perfecting standardization indicators and mechanism operation process,strengthening supervision and assessment of urban public health standardization management mechanism,and promoting digital management,providing some references for the improvement of urban public health management level in Zigong.
