AIDS,as a common problem of the century,has received much attention from the academic community.The sociology of AIDS has focused on explaining the social structural factors and cultural and institutional influences behind the spread and uneven distribution of the disease,but little attention has been paid to the government as the key to AIDS prevention and treatment.The organisational and policy implementation processes of government influence on AIDS governance remain in a theoretical ’black box’,lacking sufficient empirical research and theoretical explanation.This paper uses the first round of the AIDS prevention campaign in Liangshan Prefecture as a case study,and uses structured interviews and participant observation to collect research data and apply the theory of "control" to analyse the specific process of policy implementation in Liangshan Prefecture.By changing the distribution of control,the government transformed and mobilised the existing hierarchical organisations and built a technical governance system based on information technology,which greatly improved the effectiveness of the AIDS response.By transforming and mobilising the existing hierarchical organisations,the government has broken down the barriers of the "block" and established a "three lines and one network" and a "1+M+N" governance system.This has provided a solid organisational guarantee for the success of the campaign.The information governance platform based on the "Precise AIDS Prevention" app provides a new digital management technology to support the success of the AIDS prevention campaign.As a direct result of this organisational and technical support,the first round of the AIDS prevention campaign in Liangshan has been a major success.It is worth noting that neither the new organisational set-up nor the numerical information governance system originated externally,but remained essentially a change in the way control was distributed,which led to the growth of a secondary organisational system within the existing hierarchy and the empowerment of information under the old technological system.In this paper,we apply the theory of "control" to the implementation of the government’s HIV prevention policy and analyse the process of implementing HIV prevention policy in Liangshan Prefecture.It explores in detail how changes in the distribution of control affect the government’s policy implementation process and change the whole social process of AIDS governance.It provides a new theoretical perspective on the sociology of organisation and contributes to the enrichment and development of the field of AIDS sociology.The paper is divided into seven chapters.The first section is an introduction,which introduces the theoretical origins of the study as well as its purpose and significance.It also details the basic information about the research site and the methods used to collect and analyse the research data.The second part is a literature review,which provides a detailed review of current research on AIDS and the theoretical literature in the field of AIDS sociology.The research perspective of this study is presented through a review of the existing literature on the sociology of AIDS in the past.The third section provides a detailed review of the epidemiological overview of the AIDS epidemic in Liangshan Prefecture and introduces the implementation of policies prior to the AIDS prevention campaign.The fourth part is an analysis of the policy process of the AIDS prevention and control offensive in Liangshan Prefecture,detailing how control caused changes in the organisation of government sections.The fifth part is an analysis of the numerical management techniques of the Aids prevention and control campaign in Liangshan State,detailing how the right to control has contributed to the upgrading and updating of numerical management techniques in the field of Aids prevention and control.Part VI then describes the institutional impact of locus of control on organisation and society respectively.Part VII reports the findings and discussion of this study,detailing the findings and gaps of the study.
