Objective: In order to meet the high requirements of the people for the quality of healthcare human resources and define "high-quality healthcare human resources" more accurately and scientifically,this study selects tertiary public hospitals as the basis,aiming to establish a scientific and reasonable evaluation index system for high-quality healthcare human resources,in order to directionally improve the quality of healthcare resources and help achieve the expansion of high-quality healthcare resources in China.Method:This study used literature review method,literature research method,expert interview method,Delphi method and hierarchical analysis method to preliminarily constructed the evaluation index system of high-quality medical and health human resources(tertiary public hospitals).The evaluation index entries were screened and index descriptions were developed through the literature research method and expert interview method;the index entries and index descriptions were adjusted and improved through the Delphi method;and the index weights were calculated through the hierarchical analysis method.Microsoft Excel and IBM SPSS Statistics19 software were used for data entry and analysis in this study;yaahp12.9 auxiliary software was used to calculate the weights of each indicator.Results:(1)The basic framework of the evaluation system was constructed by literature research method and expert interview method,and a total of 25 authoritative experts were invited to participate in two rounds of Delphi expert consultation to screen the indicators,and finally determined an evaluation index system containing 4 primary indicators,14 secondary indicators,66 tertiary indicators and their corresponding indicator descriptions.(2)The positive coefficient of experts in the two rounds of Delphi expert consultation was100% and 92% respectively,and the expert authority coefficient was 0.81%(P<0.001).(3)The single-layer weight(Wi)of each index and the maximum characteristic root(λmax),CR value and combination weight of the index system are obtained by Analytic hierarchy process(AHP).All matrices in this study pass the consistency test and the results are reliable.Conclusion: Through literature review,this study briefly analyzes the current situation of health human resource allocation in China,and thinks that the future development should focus on improving quality.At the same time,this study preliminarily constructed the evaluation index system of high-quality medical and health human resources(tertiary public hospitals).The index content is comprehensive,the quantity is simplified,the weight distribution is reasonable,and it has a good scientific nature,which will play a positive role in the evaluation of high-quality medical and health human resources in government health administrative departments and medical institutions.However,the scope of evaluation in this study is only applicable to tertiary public hospitals.In the future,it is necessary to further select representative units for pre-evaluation of the index system to enhance practical practicability.
