| According to data released by the National Health Commission,by the end of 2021,China’s elderly population over the age of 60 will be about 260 million,accounting for about 18% of the total population;at the same time,suffering from major diseases is often one of the important factors for residents to become poor and return to poverty,therefore,governments around the world accelerate the development of inclusive commercial medical insurance to help improve the multi-level medical protection mechanism,and implement the positive response to the ageing of the population and It is therefore an important step for local governments to accelerate the development of inclusive commercial medical insurance to help improve the multi-level medical security mechanism,implement a positive response to the ageing population and prevent people from falling into poverty due to illness.On the one hand,we use multiple channels to review data and literature,collect and summarise the theoretical findings and experiences of domestic and foreign research on commercial insurance and social basic medical insurance,and define the core concepts of "Yuan Hui Bao" and commercial medical insurance.On the other hand,the literature analysis,case study and interview methods were used to elaborate on the principles adhered to,the specific services provided and the results achieved by the Guangyuan government in the organisation,implementation and protection of the commercial medical insurance "Yuan Hui Bao".Through field visits and interviews with staff from the Guangyuan Insurance Association,Yuanhui Insurance Agency,and consumers,we were able to further understand the actual operation of the insurance scheme in Guangyuan,especially how the scheme has been implemented in the province.In particular,we analyzed and discussed how the "Yuan Hui Insurance" has achieved the highest participation rate and the highest payout rate in the province,and how the innovative operation model has improved the quality of service.The paper draws the following three conclusions from the study of the Guangyuan government’s implementation of Yuanhui Insurance: First,based on the analysis of the theory of collaborative governance,all parties involved in "Yuanhuibao" pursued joint collaboration and received guidance and services from the corresponding administrative departments in the preparation,promotion and operation of the scheme.This is both an innovation and a reform,enhancing the capacity and efficiency of social security through a high degree of synergy.Secondly,based on the analysis of the theory of equalisation of public services,the relevant government departments actively mobilise and integrate the resources of the "co-insurance body" during the operation of the "Yuan Hui Bao",insisting on providing equal protection services,regardless of whether it is a high-risk group such as the elderly or children,or whether it has a pre-existing condition.In particular,in the second year of operation,on the basis of the original coverage of 59 yuan,the coverage was extended to citizens living and working in Guangyuan City,and the coverage was expanded to include people outside the medical insurance catalogue.Thirdly,based on the analysis of service-oriented government theory,the relevant government departments,in the course of the operation of "Yuanhui Insurance",paid attention to the needs of the public,adhered to the people-oriented approach,continuously improved the level of government public services,and changed the management and service concept;and guided the commercial insurance companies to optimize the protection scheme,which further enhanced the satisfaction of the public.The findings of this paper also provide a reference for other regions to improve their multi-level medical insurance system and enhance their social security capabilities through commercial medical insurance. |
