With the arrival of the risk society,the public health risks that humanity is facing has been quite different from the past.How to supervise and ensure the government to fulfill its responsibilities in public health emergencies has become a subject that requires attention.Taking the public health emergencies as the background,this paper analyzes the local government’s behavioral patterns of responsibility avoidance and the driving logics of each behavioral pattern in order to deeply understand and resolve the responsibility avoidance behavior of local governments in public health emergencies.First of all,this paper takes institutional space and behavioral strategy as the influencing factors of the local government’s responsibility avoidance behavior in public health emergencies,summarizes and analyzes the interaction mode of these two factors.This paper holds that when the institutional space is large,the local government may adopt the inside-out pattern to avoid responsibility;when the institutional space is small,the local government may adopt the outside-in pattern to avoid responsibility;when the behavioral strategy is positive,the local government may adopt the active pattern to avoid responsibility;when the behavioral strategy is negative,the local government may adopt the inactive pattern to avoid responsibility.Then it expounds the relationship between the institutional space and the behavioral strategy.Next,this paper combines the institutional space and behavioral strategy,divides the local government’s responsibility avoidance patterns in public health emergencies into four types: when the institutional space is large and the behavioral strategy is active,the pattern is transferring responsibility;When the system space is large and the behavioral strategy is negative,the pattern is maintaining status;When the system space is small and the behavioral strategy is positive,the pattern is taking advance as retreat;When the system space is small and the behavioral strategy is negative,the pattern is passive enforcement.Then it gives out concrete manifestations of local government’s responsibility avoidance behaviors that may happen in these behavioral patterns.After that,this paper analyzes the driving logics of the responsibility avoidance patterns: the "economic man" logic of pursuing benefits and avoiding hazards,the "quasi-exit" logic of incorporating into routine,the "no accident" logic of evading accountability,the "pass line" logic of coping with tasks.Then it discusses the relationships between the four driving logics.Finally,this paper puts forward the solutions to local government’s responsibility avoidance behavior in public health emergencies from four aspects: optimizing the allocation of local government’s power and responsibilities;balancing the fault-tolerant,incentive and accountability systems;enhancing local government’s capability of responding to public health emergencies;cultivating and promoting excellent administrative culture.
