Research On Budget Performance Evaluation Of Medical Aid Project In Y City

The full implementation of budget performance management is a major decision and deployment of the Party Central Committee in the new era,and plays an important role in deepening the reform of the budget system.The report of the 19 th Party Congress clearly puts forward that "a comprehensive,standardized and transparent budget system with scientific standards and strong constraints should be established and performance management should be fully implemented." The report of the 20 th National Congress of the Communist Party of China pointed out that "improving the modern budget system" means building a modern budget system that is comprehensive,transparent,binding,performance-oriented,and sustainable and safe.This has pointed out the direction and put forward new and higher requirements for budget performance management.And in the establishment of the whole process of budget performance management,the large number of projects and large expenditure funds is an extremely important part of it.This paper firstly introduces the concept of budget performance management,analyses the necessity and significance of promoting this work in the new era,and lays a theoretical foundation for the subsequent research.Secondly,this paper analyses the whole process of performance evaluation of the medical aid project in Y city,and analyses the problems that exist in the project,mainly including the lack of specific performance objectives,the lack of implementation of the performance management monitoring process,the lack of improvement in the quality of performance evaluation and the lack of application of performance evaluation results,and analyses the reasons for this in the light of the actual situation in Y city.Finally,drawing on the advanced experiences of typical countries and some domestic regions,ways and means are sought to further optimise the budget management of project expenditure in budget units based on the concept of performance management,and countermeasures and suggestions are put forward,such as establishing a new concept of budget performance management,carrying out extensive and in-depth publicity and training work on budget performance management,strengthening the construction of a professional talent team,improving the legal and institutional safeguards for budget performance management,strengthening performance objectives,closely monitoring budget performance tracking in the course of events,establishing a budget performance evaluation system,strengthening the application of performance evaluation results,regulating the participation of third-party intermediaries,and increasing information disclosure,etc.This paper combines a specific case with a certain practicality in the field related to medical aid,and at the same time analyses and extends the application of this,hoping to play a certain role in the management of project budget performance in the city of Y.
