Research On The Economic Support Policy For Mental Disorders In Shandong Province

In June 2022,the World Health Organization released the World Mental Health Report,stating that the prevalence rate of mental disorders in China is as high as 16.6%,and the economic burden of mental disorders is also at the top of all disease economic burdens.In recent years,China has introduced a series of economic support policies for patients with mental disorders,which have achieved good results in reducing the economic burden of mental disorders.However,due to the characteristics of mental disorders,there are still many cases of mental disorders leading to poverty or returning to poverty due to illness.The research on economic support policies for patients with mental disorders is conducive to broadening the research field of mental health policies and deepening the understanding of relevant policies for patients with mental disorders,further reducing the economic burden of mental disorders,improving the utilization rate of population resources and promoting the realization of the goal of common prosperity.Through the analysis of the evolution of the economic support policy for the patients with mental disorders in Shandong Province and the coding analysis of the policy using policy theoretical tools,it is found that the use of environment-based policy tools is relatively high,while the use of demand-based policy tools and supply-based policy tools is insufficient.Through the analysis of the content of the economic support policy for patients with mental disorders in Shandong Province to study its implementation effect,it is found that the institutional construction policy has a significant effect,the patient’s treatment rate has been significantly improved,the medical insurance guidance policy has a significant effect,the patient’s burden has been reduced,the rehabilitation assistance policy has taken effect,and the patient has been subsidized.Although the implementation of the policy has achieved certain results,there are still some problems,such as the imbalance of policy tools,the lack of detailed content,the lack of publicity and guidance mechanism,the lack of systematization and implementation of the policy,the over-focus of the policy,the difficulty in playing its role,the lack of supervision and assessment,and the lack of evaluation mechanism.In view of the current problems in the economic support policy for the mentally handicapped in Shandong Province,and drawing on the relevant advanced experience at home and abroad,this thesis puts forward several countermeasures and suggestions: first,balance the policy tools and refine the policy content;Second,strengthen policy publicity and play a leading role;Third,the joint efforts of several departments and the implementation of security policies;Fourth,diversify the focus and form policy radiation;Fifth,establish assessment and evaluation and form policy system.
