Research On Problems And Countermeasures Of Rural And Urban Residents Basic Medical Insurance Settlement In L County

Settlementof medical treatment in different places is an important part of China’s med ical insurance.With the development of economy and convenient transportation,more resi dents begin to go out to work,or live in different places with their children to help take car e of them.Living in other places,due to the factors of labor intensity,or with the growth of age,it is inevitable that there will be physical discomfort such as fever and cold,or some r esidents are seriously ill.Considering the severity of their illness or medical level,they ma y choose to go to medical institutions in other places for treatment,which leads to the probl em of medical treatment in different places,and then the settlement of medical treatment in different places needs to be considered.Since the 14 th Five-Year Plan,a new journey of hi gh-quality development of medical insurance has been started,and historic breakthroughs have been made in the informatization,standardization and legalizati.Based on the above-mentioned goals and ideas,this paper studies the practical proble ms existing in the settlement of urban and rural residents’ basic medical insurance in L Cou nty and analyzes the causes of the problems.The full text mainly adopts the methods of lite rature research,historical research,questionnaire and field investigation,starting with the d efinition of urban and rural residents’ basic medical insurance system,medical treatment in different places,settlement in different places,public product theory,public service equaliz ation theory and new public management theory.This paper studies the present situation of settlement of basic medical insurance for urban and rural residents in L county,and finds o ut the problems,such as technical problems in medical insurance settlement,refusal of rei mbursement by the insured or refusal of reimbursement by medical institutions,cumberso me manual reimbursement procedures,long waiting time and so on.BasedBased.on the research on the current situation of medical treatment settlement for urba n and rural residents in L county,this paper makes an in-depth analysis of the accounts of the trouble,and explores ways to solve this problem by means of policy improvement or policy innovation,from improving the overall level and reducing the differ entiated treatment of medical insurance;Strengthen the propaganda of medical insurance p olicy and strengthen the professional training of personnel;From three aspects,such as stre ngthening supervision and ensuring the timely arrival of medical insurance funds,this pape r puts forward some optimization suggestions for the settlement of basic medical insurance for urban and rural residents in L County.It can make some contributions to further impro ve the theory of medical settlement in different places,the cooperative governance between insured places and medical places,the relationship between efficiency and fairness of med ical settlement in different places,and the asymmetric information of medical settlement in different places,which gains very allimportant realityl meaning.
