Population aging is a common phenomenon worldwide,and China’s development of palliative care services has important practical significance.As a new concept of "hospice care",palliative care provides more choices for the elderly and terminally ill patients,better realizes the dignity of life,provides spiritual comfort for patients’ families,and saves social resources at the same time.The unity of humanism and social benefits makes palliative care the focus of current academic research.Over the past 40 years of China’s reform and opening up,although China’s economy has achieved rapid development,it is still at the level of developing countries in general.Due to China’s large population,the degree of population aging continues to deepen.In this context,palliative care services need to address both quantitative and qualitative challenges.China’s regional development imbalance is prominent,the economic development level of the southwest and northwest regions is relatively backward,the basic conditions for elderly care services are weak,and there is also a lack of financial investment.These regions need to learn from the successful experience of developed countries and regions,and combine their own practical problems Identify and solve problems to improve palliative care service capabilities,so as to effectively respond to the trends and challenges of population aging.This article starts with the research background of palliative care for the elderly in Kunming,analyzes the theoretical and practical significance of this study,and sorts out the research status of palliative care services at home and abroad,and summarizes the advantages and disadvantages of existing literature research.Based on welfare pluralism theory,new public service theory and Maslow’s hierarchy of needs theory,it uses literature research method,interview method and questionnaire survey method.Secondly,the present situation of palliative care service in Kunming is investigated and analyzed in terms of population aging,service concept,service supply and demand,and management mechanism.On this basis,this paper discusses the existing problems in the supply of palliative care services for the elderly in Kunming,mainly including low social awareness and acceptance,single type and small number of service supply subjects,low quality and insufficient types of service content,supply and demand unbalanced.Further research found that the main reasons for these problems are insufficient social publicity,traditional cultural background and concept conflicts,insufficient social support,imperfect talent training system,and imperfect policy support.Based on an in-depth analysis of the causes of the problem and a summary of the development experience of palliative care in developed countries and regions,countermeasures and suggestions are put forward for the development of palliative care service supply in Kunming: strengthen publicity,mobilize the enthusiasm of supply subjects,and increase services form,optimize the medical insurance system,improve system guarantees,strengthen professional training,and establish a social support system,etc.,in order to inspire the development of palliative care in southwestern China represented by Kunming,so as to better respond to the aging of Chinese society challenge.
