Genome editing technology is a new technology, and its development speed is extremely fast.In particular, the case of He Jiankui’s "gene-edited babies" has made genome-editing technology more widely known, and the ethical concerns raised by the technology far outweigh the concerns raised by the technology itself.Based on genome editing technology itself, this paper conducts research from the perspective of ethics, and finally puts forward regulatory suggestions and measures for technical and ethical issues. There are three core issues in this paper, namely:genomic editing technology, ethical issues and regulatory issues.Genome editing technology is a carrier of this paper, which runs through the whole paper. The research on genome editing technology mainly focuses on what genome editing technology itself is,its application direction, application scope, development process, and the risks and opportunities encountered. The research on ethical issues mainly focuses on the ethical disputes and the role of various elements in the disputes. The bioethics theory of Qiu Renzong is used to make the attribution of the disputes. Finally, the ethical disputes reflected in the typical event "gene-edited babies" that is used to strengthen the viewpoints. Finally,it comes to the regulation and governance of genome editing technology and the ethical issues arising from this technology.
