Research On Cooperation In Public Health Security Under The Framework Of Lancang-mekong Cooperation Mechanism

The public health crisis in the era of globalization gradually goes beyond the field of medicine and has a great negative impact on various fields such as society,economy and politics.The problem of public health security,which initially belongs to the field of domestic governance,has gradually risen to a global security issue.The issue of public health security is a common challenge facing mankind,which requires countries to work together.There is no so-called security dilemma in public health security,and universal security is the real security.Public health security has become an important non-traditional security content affecting the overall security of the Lancang-Mekong region.The Lancang-Mekong cooperation mechanism officially launched in 2016 is not only the first cooperation mechanism in the Lancang-Mekong region that is jointly led,negotiated,built and benefited by the six countries in the region,but also the only multilateral mechanism in the region that focuses on non-traditional security cooperation.The regional characteristics of public health security in the era of globalization are obvious,Covid-19 outbreak and pandemic of new crown pneumonia pose severe challenges to public health and safety in Lancang-Mekong region.It is a great challenge to the public health governance system and governance capacity of the countries and regions in Lanmei basin.It poses a threat and challenge to the construction of the destiny community of the Lancang-Mekong and the fate community of China-ASEAN.The development of the Lancang-Mekong region is closely related to public health security cooperation.It is important,necessary and urgent to deepen public health security cooperation among countries in the Lancang-Mekong basin under the framework of the Lancang-Mekong cooperation mechanism.Based on this,novel coronavirus pneumonia in the critical stage of the fight against the Lancang-Mekong river countries and China-ASEAN relations upgrading and upgrading of important nodes.This paper discusses the necessity of deepening public health safety cooperation under the framework of Lancang-Mekong cooperation mechanism.Based on the analysis of the evolution of public health management in Lancang-Mekong area and the cooperation mechanism of Lancang-Mekong cooperation,the current situation of public health security cooperation development is analyzed and summarized.To explore the urgent problems to be solved and the reasons for the existing problems in the process of public health security cooperation among the countries in the Lancang-Mekong River Basin,and based on the objective reality of building the Lancang-Mekong health community and building the Lancang-Mekong country community with a shared future,it is considered that promoting public health security cooperation under the Lancang-Mekong cooperation mechanism is an important measure for the modernization of the medical and health governance system of the countries in the Lancang-Mekong River Basin,which is conducive to promoting the rapid development of Lancang-Mekong cooperation.Therefore,countries in the Lancang-Mekong River Basin need to concentrate on improving the public health security cooperation mechanism by optimizing the top-level design;Vigorously develop the economy and consolidate the foundation of public health and safety cooperation;Deepen political mutual trust,clarify the three major paths of public health and security cooperation,comprehensively deepen public health and security cooperation under the framework of the Lancang-Mekong cooperation mechanism,create a peaceful and stable public health and security environment in the Lancang-Mekong region,build a Lancang-Mekong health community,and promote the construction of a closer Lancang-Mekong community of shared future and China-ASEAN Community of shared future.
