Objective:The objective of this study was to establish an evaluation index system for the effect of the management of local COVID-19 clusters,and to form a comprehensive evaluation tool method for the effect of the management.In addition,the feasibility test of the application of the index system was carried out to evaluate and compare the effect of the management of cluster outbreaks in typical areas,and provide suggestions for further optimizing epidemic prevention and control strategies and improving the ability of precise prevention and control.Contents:Systematically review the current situation of epidemic response evaluation and the policy requirements of our disposal process;Establish a framework for assessing the effectiveness of local COVID-19 clusters;On the basis of the evaluation framework,the evaluation core index system and the scoring scale of each index are established.To carry out evaluation,application and index applicability test on the management effect of cluster epidemic in typical areasMethods:Literature review was used to review the current situation of the evaluation of the effect of COVID-19 management and the policy requirements of the treatment process,and establish an evaluation framework for the effect of COVID-19 management in local clusters.The expert consultation method was adopted to establish a core index system for the evaluation of the response to local clusters of COVID-19.The comprehensive scoring method was used to establish the scoring scale of each index.The expert advice was analyzed and sorted by mathematical statistics method,and the epidemic treatment data of typical areas were analyzed statistically.Comparative analysis method was used to compare and analyze the effect of the treatment of cluster epidemic in typical areas.Results:Based on literature research and expert consultation,this study established an evaluation index system for the effect of the management of local clusters of COVID-19,including 6 first-level indicators and 15 second-level indicators,including the way to detect indicator cases,the status of nucleic acid detection,the control of risk and social interaction,the effect of epidemic prevention and control,the effect of medical treatment,the release of epidemic information and the guidance of public opinion.The study comprehensively considered the policy requirements for the treatment of COVID-19 clusters in China,as well as specific measures and prevention and control problems in various regions in the process of epidemic treatment,and set up a scoring scale for each indicator to clarify the scoring rules for each indicator,so as to facilitate the quantification and visual presentation of evaluation results.The comprehensive treatment effect of cluster epidemic was different among typical regions.The average score of comprehensive treatment was 58 points,among which the highest score was 65 points in Wudi,followed by 64 points in Bingdi,and the lowest score was 45 points in Dingdi.Different regions have different treatment effects in different links.On the whole,nucleic acid detection status,medical treatment effect,epidemic information release and public opinion guidance perform well in three dimensions,and the number of regional nucleic acid detection rounds in most regions can be controlled within the effective range of 0-6 times.The proportion of critically ill and severely ill patients to infected persons in the process of epidemic treatment in all regions was at an above medium level,which could be controlled within 12%.In addition,all regions could release detailed information to the public every day after the outbreak of the epidemic,and there was no widely concerned negative news in the process of epidemic treatment.However,in the dimension of indicator case detection,the score was low.In most regions,indicator cases were detected by patients visiting medical institutions.Conclusions:The index system established in this study has good availability and practicability,and provides a technical tool for objectively evaluating the management effect of previous local clusters of COVID-19.In the handling of the COVID-19 outbreak,the way the outbreak was detected lacked initiative and the risk of transmission was high.Most regions can accurately target hidden risks and have a high efficiency of epidemic management,but there are still a few regions where the number of regional nucleic acid testing rounds does not match the severity of the epidemic risk.The precision and protection level of COVID-19 risk and social interaction management still need to be improved,and the risk area of clustered epidemics in different regions is large.The duration of the cluster epidemic is long,the scale of positive infected persons is large,the spillover phenomenon is obvious,and the number of spillover infected persons is large,indicating that the epidemic risk is difficult to control within a certain range.The treatment of positive patients has been paid more attention and is timely and efficient.The information released during the outbreak of the epidemic has the characteristics of good timeliness,high information quality and wide coverage.Meanwhile,in the face of negative public opinion information,all places are able to deal with it in a timely and effective manner.
