The Community Health Service Center("CHSC")is the basic component of the national hierarchical diagnosis and treatment system.It integrates prevention,health care,recovery,health education,family planning and medical treatment together.The content of the CHSC management consists of a wide range scope which is more than 30 items,including the basic medical treatment,public health services,coordinated management,epidemic prevention and control.Since 2016,the Shenzhen Municipal Government has implemented a series of policies aimed at strengthening the Primary Care(PC)and Public Health(PH)system.The Government has adopted the "hospitalrun and hospital management" mode on the whole,and achieved good results.Since the outbreak of COVID-19,the CHSC has played a great role both in the work of epidemic prevention and its own business development.At the level of secondary and tertiary general hospitals in China,it has established a high-quality management system,but there is still lack of a comprehensive quality management system in the basic level of CHSC.The basic-level CHSC faces with problems such as short of staff,less professionalism,and complicated management affairs.There are generally problems such as unreasonable organizational structure,inadequate team management,imperfect management system,unstandardized performance evaluation.The quality of medical and public health services is not high and needs to be optimized and improved urgently.The paper adopts the theory of total quality management,with statistical process control analysis methods,the problems existing in the quality management system of CHSC A in Shenzhen were analyzed and studied by means of statistical process control analysis.The paper focuses on the existing problems:it combines with the relevant requirements of the country and the government,comprehensively sorts out and improves.It aims to establish a comprehensive quality management system for the CHSC A,including establishing a matrix organization structure and standard positions,a five-level quality control system,improving the management system,implementing all-staff training,setting up analysis,monitoring,performance evaluation systems.More specifically,with the CHSC A quantification performance assessment system,it promotes the inclination of income to high-yield and high-quality personnel,and fully stimulates and mobilizes the enthusiasm and initiative of all social health employees,thereby improving the efficiency of social health management and improving the quality of social health services.Finally,the paper analyzes and summarizes the effectiveness and deficiencies of implementing total quality management in CHSC A and puts forward suggestions for further optimization.This paper goes through a relatively systematic study on the quality management of the CHSC.It solves the comprehensive and systematic problem in the quality management of the CHSC A.Moreover,it establishes a comprehensive quality management system for the CHSC A.The theoretical basis and case reference from the paper are helpful to consolidate the national hierarchical diagnosis and treatment foundation.
