Pharmaceutical manufacturing industry belongs to high technology industry is also a relationship between human life and health of special industries,it has the characteristics of high investment,high risk,the innovation of the medical manufacturing output is of great significance to improve the quality of human life,so the medicine manufacturing industry the relationship between R&D input and innovation performance,and finding the maximum impact on the strength of external technology acquisition value,It provides scientific decision-making basis for how to improve innovation output and promote healthy development of pharmaceutical manufacturing industry under the background of open innovation.Based on the literature analysis,the domestic and foreign research development investment,external technology acquisition and has carried on the induction summary,enterprise innovation of literature and combining with the chart data from 2010 to 2017 were analyzed the current situation of our country medicine manufacturing R&D input and innovation output,on the basis of the selected our country medicine manufacturing industry in 2010-2017 provincial panel data as samples,Taking external technology acquisition as the threshold variable,a panel threshold regression model was established to study whether there is a threshold effect of external technology acquisition in the relationship between R&D investment and innovation performance in China’s pharmaceutical manufacturing industry.The results show that,firstly,R&D input and innovation output of China’s pharmaceutical manufacturing industry generally showed an upward trend from 2010 to 2017,but there is a big difference between regions.R&D input and innovation output of the eastern region are much higher than other regions,and the inter-regional development imbalance is serious.Second,our country medicine manufacturing research and development input and the relationship between the two kinds of innovation performance in the threshold effect of external technology acquisition,between R&D and patent applications of external technology acquisition single threshold effect significantly,and the new product sales revenue significantly between external technology for double threshold effect,with the increase of intensity of external technology acquisition,The impact of R&D investment on the number of patent applications decreases,and the impact on the sales revenue of new products increases first and then decreases.There is an optimal interval between external technology acquisition and innovation performance.When the intensity of external technology acquisition is within the interval,R&D investment can maximize the promotion effect on innovation performance.Thirdly,from the ETR grouping of the two innovation performance,it can be seen that the external technology acquisition level of most provinces in China is located in the region where R&D investment has a good promotion effect on the number of patent applications and sales revenue of new products,and the number of provinces in this region shows an increasing trend year by year.Finally,based on the research conclusions,this paper puts forward the following three suggestions on how to make full use of internal and external R&D resources to improve the innovation level of local enterprises: first,give full play to regional comparative advantages and narrow the regional technology gap;Second,increase R&D investment to ensure adequate R&D resources;Third,the proportion of external R&D investment should be properly planned to ensure the core position of internal R&D.
