Research On The Management System Of National Park In China

The United States established the first national park in the world and made many achievements in the protection of ecosystem and natural resources.Since then,the American national park model has been widely recognized and applied by many countries in the world.18 the third plenary session of the national park is proposed explicitly for the first time,in 2015 our country issued "the pilot plan to set up the system of national park",started in the pilot national park,until October 2021,approved the establishment of the first national park in our country,including the source,the panda,the northeast tiger leopard,wuyi mountain and hainan tropical rain forest national park.China has been exploring the establishment of national parks and national park management system in accordance with China’s national conditions,looking for suitable ecological system and natural resources protection form.At present,China’s first national parks have been established and achieved phased results.However,through the research and analysis of the management status quo of established national parks,it is not difficult to find that there are still many problems in the management system,such as the legal system is not perfect,the legal nature of the management subject is not unified,the allocation of authority is not clear,the vertical management requirements are not implemented and the supervision mechanism is not perfect.Perfect national park management system is an important guarantee for the smooth operation of the national park system.Therefore,in view of the above problems,first of all,the national park management system of three representative countries outside the region in terms of national park construction was selected for in-depth analysis,and advanced experience worthy of absorption and reference was summarized.Secondly,according to the actual construction of national parks in China and the guidance of national policies,starting from the necessity and feasibility of improving the management system,put forward suggestions and countermeasures to build China’s national park management system.Including the establishment of a complete national park legal system,promote the development of national park related legislation;National parks should be managed vertically by the central and local governments.The National Park Administration was defined as the agency of the National Park Administration,so that it had the qualification of administrative subject;To clarify the allocation of functions and powers of the administrative organ;Improve the supervision and management mechanism of national parks.It will help speed up special legislation on national parks,promote the reform of national park management system and reconstruct the system of protected natural areas.
