Cross-Domain Collaborative Management Of Public Health Emergencies

In today’s society,the occurrence of public health emergencies is seriously endangering the public safety.With the continuous occurrence of some public health events that seriously affect social development and endanger public life and health,cross-domain public health emergencies have gradually become the focus of the world’s attention,which requires countries to improve the governance system and improve governance capacity.With the development of social economy and the transformation of government functions,the application of collaborative governance theory is of great practical significance in dealing with cross-domain public health emergencies.In the face of cross-domain public health emergencies,we should pay attention to the application of collaborative governance in cross-domain crises,and actively improve the collaborative governance network,so that collaborative governance can better play its own advantages and due significance in cross-domain public health emergencies.Since the outbreak of COVID-19,China has been committed to the preve ntion and control of the epidemic,which has seriously jeopardized the lives an d safety of people around the world and severely affected global development.In this long-term epidemic prevention and control,China’s institutional advanta ges have gradually emerged along with the response to the epidemic.But som e problems have also emerged.This paper is divided into six chapters,citing th e theory of collaborative governance and holistic governance as the explanatio n sources of relevant theories,using literature analysis,case analysis and compa rative analysis,taking the development status of cross-domain collaborative gov ernance of public health emergencies as the background,combined with the cu rrent situation of COVID-19 prevention and control in China,This paper focus es on analyzing the problems of collaborative governance in the response to cross-domain public health emergencies and puts forward corresponding counte rmeasures.The problems occurred in cross-domain public health emergency ma inly include cooperation,eff ciency,resource,technology,community and system.This paper analyzes the causes of these problems,mainly including:poor standa rdization of cooperation system,weak cooperation effect of multiple subjects,im perfect cross-domain resource guarantee system,limitations of original technolo gy,limitations of governance subjects,and backward regional emergency system.Corresponding solutions to the dilemma of collaborative governance are given,which mainly include:strengthening the cooperation and coordination among m ultiple subjects,improving the efficiency and coordination of multiple subjects,promoting the support and coordination of emergency materials,strengthening t he support and coordination of science and technology,ensuring the supply an d coordination of social forces,and improving the coordination of regional em ergency mechanism.The purpose of this paper is to adapt to the realistic need s of coordinated governance of cross-domain public health emergencies which are increasingly normalized,make our country better respond to cross-domain sudden public health events,combine the theory of collaborative governance s cientifically with the actual situation of public health security,and enrich and develop the theory of collaborative governance in our country.By reviewing relevant literature,it is understood that the research on collaborative governance of cross-domain public crisis started relatively late,and the relevant domestic references are still few in view of the research and thinking of collaborative theory.Meanwhile,there are still differences between the research results and the realistic needs from the domestic point of view.This paper has two innovations:First,based on the reality,combined with the collaborative governance theory and the contemporary national conditions of China,to explore the shortcomings of the collaborative theory in the handling of cross-domain public health emergencies in China,so as to provide a behavioral path for the handling of cross-domain sudden public crises in the future.Second,the problems of collaborative governance in COVID-19 prevention and control are used to reflect the experience and lessons of collaborative governance theory in cross-domain public health emergencies,so as to promote the research of collaborative governance theory.
