| Due to the vigorous development of China’s market economy,The Chinese people are increasingly raising the requirements for medical and health care,which makes the domestic and foreign medical market demand is increasing day by day.It not only greatly improves the rapid growth of the scale of various medical institutions,but also increases the fierce competition among medical institutions.At the same time,in the deepening reform of the medical and health system,stricter requirements are put forward for the development of fine management of public hospitals,which urges hospitals to strengthen the rational use of public health resources,improve the internal performance management mechanism,and guide hospitals to transform from scale expansion type to cost-benefit type.As the main body of domestic medical institutions,it is more necessary to constantly update the internal operation management and development concept of the hospital,establish a scientific performance management system,focus on reflecting the value of knowledge and technology of medical personnel,stimulate the enthusiasm of medical personnel for the development of the hospital’s work of benefiting the people,and improve their comprehensive ability in all aspects.In this paper,using the basic theory of the balanced scorecard,first of all,from the hospital public welfare and optimization of the performance management,combines the literature of relevant scholars at home and abroad,for the research of the performance evaluation system optimization.Secondly,relevant basic knowledge used in the analysis process of this paper is discussed to lay a theoretical foundation for subsequent evaluation,analysis and implementation.Then,taking H Hospital as an example,a new performance evaluation system based on balanced scorecard was constructed through questionnaire survey and hierarchical analysis,and the actual situation of public hospitals from four aspects,namely financial dimension,internal process,patients,learning and growth,was summarized and summarized,and the existing problems and improvement suggestions of H hospital were summarized.Finally,targeted improvement measures and safeguard measures are put forward for H Hospital,in order to prove that the performance evaluation system under the balanced scorecard can reflect the current management level of the hospital in a more comprehensive way.In this paper,the establishment of a balanced scorecard perspective H hospital performance evaluation system,give full consideration to the group internal equilibrium relationship between financial indicators and non-financial indicators,in the set of index system and long-term strategic goals and hospital photograph echo,starting from the long-term goal can promote the hospital resource efficiency was improved,and constantly strengthen the scientific research ability,improve the medical service quality,The research of this paper aims to optimize and establish the performance evaluation system of H public hospital,so that managers can make better judgments and take corresponding improvement measures.Meanwhile,it also hopes to provide some reference for the operation and management of other public welfare public hospitals. |
