Sustainable Research On Medical Insurance Expenditure Of Urban And Rural Residents Under Municipal Pooling Mode

At present,insurance of primary medical treatment of our country society is composed by worker and insurance of primary medical treatment of urban and rural dweller,among them the number that insurance of primary medical treatment of urban and rural dweller ginseng protects occupies vast majority.The health and sustainability of the medical insurance fund for urban and rural residents is related to the safety of most people’s “lifesaving money”.Since the integration of the new rural cooperative medical system and the medical insurance system for urban residents in2017,after five years of operation,the income and expenditure of the medical insurance fund for urban and rural residents in J city have been unbalanced.As health care continues to improve,he outlay of the fund is bound to increase,how to achieve sustainable fund expenditure,guard against social risks,has become the current urgent need to solve the problem.Based on literature research,this paper mainly takes the operation of medical insurance fund for urban and rural residents in J City as a case,analyzing the status quo of fund operation under municipal pooling since 2017,finding that policy changes lead to an objective increase in fund expenditures,low level of regulation leads to unreasonable spending,the responsibility of the government,residents,medical insurance institutions and other medical security participants can be further strengthened.For these reasons,under the model of municipal income and expenditure,specific suggestions are put forward from the two main lines of income and expenditure.We will ensure income by providing solid government subsidies and maintaining the value of their value.At the same time,guide individuals to participate in the responsibility of insurance,rich income means to increase income.We will standardize relevant policies to ensure that fund expenditures are reasonable.Coordinate the allocation of resources to improve medical care capacity,Improve supervision ability and advocate social supervision to achieve fair use of funds.Through improvement,it is hoped that J City can make use of the limited fund income to maximize the efficiency of fund use,achieve spending sustainability.It can also provide reference for other regions by point and surface.
