Research On Policy Supporting System Of Urban Combination Of Medical Care In Cities In Southwest China

"Old before getting rich" has been considered as one of the important characteristics of the current Chinese society in that the elderly population owning a large base that growing rapidly,which uneven distributed regionally as well.Hence,both urban and rural areas are facing much of pension pressures,especially for the former.Alongside with the sustained enhancement of the modernization tide,functions of the traditional household pension has gradually been weakened,meanwhile,emerging community-side or institutional pension models maintaining immature so that cannot meet the needs of the elderly,especially for the healthy pension in what the special group of the elderly demanding.Therefore,in recent years,both central and local governments have issued a series of policies for the sake of supporting and encouraging the improvement of urban medical nursing institutions for which rendering the all-round cares that especially for the weak,disabled or semi-disabled ones.However,in the process of implementing this series of policies,the problem of systematically coordination has gradually been shaping.Then,theoretical and realistic cases-how to rationalize the relations of policy-implementing,different responsibilities among administrations and that between the official serving objectives and the social atmosphere,are emerged and solve-needed.This study is guided by systematic and collaborative governance theory.Firstly,it analyzing and leading the background of the introduction of China’s the elderly medical care policy,the formation of the policy system and its influence,the structure of policy-supporting frameworks,main elements and how it operated,making a more systematic evaluation via the SWOT analyzing method on China’s relating current polices.Next,taking Nanning as an individual case,throughout the field investigations towards the local administrative branches of civil affairs,public sanitation and health committee and other four medical pension institutions that aiming at recognizing the problems that existing in the political coordination matters of Nanning local medical pension organizations and how the related official departments attempted to given them a solution,etc.The study has found that,compared with other domestic regions,the dilemma of how shall the Nanning officials formulating and processing medical pension policies are as follow: I.Weak coordination between upper and lower governments.II.Leak of positive cooperation among horizontal administrative departments.III.Inadequate sources of policy-implementing.The mentioned problems are rooted in the overwhelmed policy transmitting tension and multiple participants involved,which has rendered imbalanced encouragement and distracted attentions politically,differences under the genres and goals of medical nursing institutions and low-degree systematic integration.Based on the above,the Nanning officials have tried to settle the relationship between the upper sides and the lower administrations,it focused on 3 perspectives-reinforcing the affiliated official measurement,clarify the division of labor,optimize the execution structure,strengthen resource mobilization,and improve service capabilities.However,since the construction of the coordination mechanism is affected by both internal and external factors,the former is mainly the coordination of the internal levels and contents of the policy support system,and the generation and strengthening of the ability of policy executives to act in concert,while the latter is mainly the understanding and interaction of policy beneficiaries.Coordination and optimization of the external environment for policy implementation.Therefore,in order to build and improve the coordination mechanism of the policy support system for the combination of medical care and elderly care,the following tasks must be done: pay attention to policy research and emphasize planning first;strengthen organizational leadership and enhance the joint force of execution;consolidate the main responsibility and enhance the execution efficiency;create a unified information Platform,smooth communication and coordination channels;continue to increase publicity efforts,continuously improve the implementation environment,and jointly exert efforts from both horizontal and vertical coordination to help formulate and implement policies for the integration of medical care and elderly care,and promote the high-quality development of the integrated medical and elderly care cause in Nanning,to provide reference experience for other regions.
