Research On The Current Situation And Countermeasures Of Unlicensed Medical Practice In Z City

Medical and health security is related to people’s health,and unlicensed medical practice is a kind of behavior that disturbs the order of medical market,which seriously harms people’s rights and interests of life and health.Since 2005,the relevant government departments have maintained a high pressure situation to crack down on unlicensed medical practices.However,after repeated strikes,unlicensed medical practice is still repeatedly prohibited,and people suffer physical injuries from unlicensed medical practice from time to time.At present,unlicensed medical practice shows an increasingly diversified,hidden and new development trend,and the difficulty of investigation and punishment is escalating,which puts forward new requirements and challenges to the governance of the government.Through literature review method,this paper collects the account data of unlicensed medical practice in Z City in recent five years,such as plan,summary,report and complaint,and analyzes and summarizes the current situation and effectiveness of unlicensed medical practice in Z city.Using the method of case analysis,this paper analyzes unlicensed medical practice in Z City in recent five years.By consulting the on-site records of typical cases,the records of the healers and patients inquiry,the decision of administrative punishment and other documents,this paper summarizes and analyzes the governance of unlicensed medical practice in Z City in recent five years from the aspects of the number of cases,the place of the case and the performance of the case.Use the interview method to conduct in-depth interviews with the law enforcement personnel responsible for combating unlicensed medical practice and the people involved in Z City,so as to understand the actual development and existing difficulties of the governance of unlicensed medical practice in Z City,the cognition of the medical people on unlicensed medical practice and the factors of medical choice.Based on the information collected and summarized by literature review method,case analysis method and interview method,and using the theories of collaborative governance,government regulation and information asymmetry,this paper analyzes the problems existing in the governance of unlicensed medical practice in Z City,such as inadequate collaborative governance,insufficient supply of effective medical services,weak law enforcement force,substitution of punishment and inconsistent application of laws and regulations.In view of these problems,this paper analyzes the causes from five perspectives: governance subject,governance mechanism,governance measures,governance basis and external environment.In view of the existing problems and reasons,starting from the actual situation of Z City,this paper puts forward five countermeasures to improve the governance effect of unlicensed medical practice: strengthen the construction and guarantee of governance subjects,improve and promote collaborative governance,enrich governance measures and improve the regulatory network,clarify the basis for law enforcement and relevant policies,and disintegrate the demand market for unlicensed medical practice.I hope it can help improve the governance effect of unlicensed medical practice in Z city.
